The Ouachita Parish Sheriff’s Office arrested 57-year-old JANELLE KAY MILLS (pictured).


On April 2, 2025, deputies were contacted by Animal Control Officers after they had been at MILLS’ home in Monroe for a welfare check.


No one answered the door at MILLS’ home and after deputies announced their presence several times, they decided to forcefully enter the home.


Inside the home, officials were greeted by the smell of decomposition. They discovered multiple cats and dogs who were living in filth. The cats were found in a closed bedroom and the dogs were found “in kennels in severely deplorable conditions.”


In every room of the home, officials saw feces and urine. Sadly, they also discovered a deceased dog inside trash bags in the laundry room.


Animal Control Officers removed a total of fifty-six animals from the home. Seven cats and forty-eight dogs.


MILLS was arrested on April 8, 2025, and charged with fifty-six (56) counts of animal cruelty.

On December 4, 2024, the Monroe Police Department received concerning information about the welfare of dogs at a residence on 300 Magnolia Drive.


According to the Department’s press release, officers responded to the given address to investigate and in the yard, they found five dogs who were “severely emaciated.” Sadly, officers also discovered a deceased dog.


All of the Voiceless Victims were removed from the property.


Police said a necropsy was performed on the deceased furvictim and results showed he/she died from “dehydration and starvation.”


Police arrested 46-year-old BRANDON WILLIAM JACKSON (pictured) and charged him with five felony counts of animal cruelty and five misdemeanor counts of failing to vaccinate his dogs.

JACKSON was processed in the Union County Detention Center with a $2,000 bond. At the time of writing, records show JACKSON bonded out of jail and is scheduled to appear in Union County District Court on May 8, 2025, at 9:30 a.m.
