The Ouachita Parish Sheriff’s Office arrested 57-year-old JANELLE KAY MILLS (pictured).


On April 2, 2025, deputies were contacted by Animal Control Officers after they had been at MILLS’ home in Monroe for a welfare check.


No one answered the door at MILLS’ home and after deputies announced their presence several times, they decided to forcefully enter the home.


Inside the home, officials were greeted by the smell of decomposition. They discovered multiple cats and dogs who were living in filth. The cats were found in a closed bedroom and the dogs were found “in kennels in severely deplorable conditions.”


In every room of the home, officials saw feces and urine. Sadly, they also discovered a deceased dog inside trash bags in the laundry room.


Animal Control Officers removed a total of fifty-six animals from the home. Seven cats and forty-eight dogs.


MILLS was arrested on April 8, 2025, and charged with fifty-six (56) counts of animal cruelty.

On January 25, 2025, deputies with the St. Tammany Parish Sheriff’s Office responded to a residence on Shady Pines Road in Lacombe in an attempt to arrest 37-year-old STEVEN SIMS (pictured), on an outstanding warrant.


According to a press release by the sheriff’s office, SIMS was wanted for six counts of animal cruelty stemming from a previous case.


At the residence, inside a screened-in porch, deputies found eight puppies “in very poor condition.” St. Tammany Parish Animal Services took possession of the sick puppies.


SIMS was later found at a nearby gas station and was placed under arrest before being transported to the St. Tammany Parish Correctional Center. SIMS was booked on the warrant along with eight additional counts of animal cruelty.

An investigation into animal cruelty allegations at a residence on 214 Murray Hill Drive in Destrehan, concluded with the rescue of several injured and malnourished dogs and the arrest of 48-year-old MELISSA M. LEBLANC and 49-year-old DOUG STEPHEN RUSSELL (pictured).


The St. Charles Parish Sheriff's Office said in a press release that when deputies and Animal Control Officers responded to the residence, they spoke with LEBLAND and RUSSEL and learned that RUSSELL had used a machete to discipline a dog who was attacking another dog. The incident took place the night before so the injured dog was left with his/her injuries untreated until he/she was finally rescued by officials.


Deputies found a machete in the front yard of the residence believed to be the one used on the dog.


Once officials entered the residence, they found the conditions inside to be “deplorable” and found “multiple emaciated and injured dogs throughout the house.”


Animal Control Officers removed the dogs from the residence and took them to the St. Charles Parish animal shelter to be evaluated and treated.


LEBLANC and RUSSELL were placed under arrest and booked into the Nelson Coleman Correctional Center.


LEBLANC is facing seven counts of simple animal cruelty and seven counts of rabies vaccinations (required).


RUSSELL was charged with seven counts of simple animal cruelty, seven counts of rabies vaccinations (required), and two counts of aggravated animal cruelty.


At the time of writing, online records show that the pair are being held in the Nelson Coleman Correctional Center.
