The Okaloosa County Sheriff's Office arrested 20-year-old EVELAND MARIE COLBERT, 44-year-old JARAH LEE FRAZIER, and 46-year-old BONNIE SUE HAHN (all pictured).

 

On June 20, 2024, the Okaloosa County Sheriff's Office along with Panhandle Animal Welfare Society (PAWS) Officers went to a property on 6547 Florida Avenue in Crestview to perform a welfare check.

 

Ms. Kira East, PAWS’ Animal Control Supervisor, said they received a complaint over the phone regarding several dogs at the property who were weak and unable to stand.

 

Officers found forty-one (41) animals, and according to the arrest reports obtained by Voice For Us, “most of the animals were in bad health.”

 

Ms. East said they removed twenty-one dogs – fourteen of them considered severely malnourished - ribs showing - and dehydrated. All of them had fleas and tapeworms.

 

Additionally, officials found and rescued nine hens, three rabbits, three roosters, two cats, a duck, a ferret, and a pig.  

 

Okaloosa County Sheriff Eric Aden said in a press release: “The emaciated dogs are gaining weight and will be adoptable. At least one however remains on a feeding tube at this time.”

 

Alaqua Animal Refuge is also assisting the sheriff’s office with this case. Its founder, Ms. Laurie Hood, said in a statement: “The animals from the case were some of the worst we have ever seen.  Twenty-one animals arrived at the refuge, many in critical condition, and several remain in ICU today.”

 

Ms. Danielle Lamarre, Alaqua Animal Refuge Clinic Manager, stated: “One of the dogs named Chance from this case is the worst I have ever witnessed in my career. This dog was critically underweight and had bed sores all over him from the protrusion of his hips and spine rubbing against the box that he was living in.  It will take 6-8 months under our care before he can be ready for a home.”

 

On their Facebook page, Alaqua Animal Refuge posted an update on some of the dogs in their care.

Part of the post read: “Progress on the animals is slow but positive. Sullivan, better known as ‘Sullyby our staff, is being fostered by one of our staff members. He has gone from a mere 38 pounds to 46.5 pounds and greets staff members every day at our morning meeting. Sometimes, he is able to walk in on his own, and other days, he is rolled in, sitting comfortably in a wagon. 

Flik, the dog locked in a box and covered with open sores, is also progressing. Critically underweight, he is being fed every two hours and remains in the ICU to tend to his wounds. Our clinic estimates that it will take at least 3 months to get his weight healthy and 6-8 months before he is ready for a home.”

COLBERT, FRAZIER, and HAHN were arrested on July 12, 2024, and charged with fourteen counts of aggravated animal cruelty and fourteen counts of animal cruelty.

The Naples Police Department arrested 24-year-old MARIEL PALOMINOCAMPOS, 38-year-old ERNEST AUGUSTIN, and 42-year-old YUNIESKI CAMPOSHARTMAN (all pictured).

 

On the early afternoon of Sunday, July 7, 2024, Officers were dispatched to the area of the Naples Pier after a report was filed regarding a city ordinance violation related to dogs on a beach and animal cruelty.

 

The reporting party advised that she saw two people pulling a beach cart up the beach with several dogs in it. She also saw several people approach those with the cart and offer them water. After speaking with a few beachgoers, the reporting party learned that the duo with the cart were trying to sell the puppies.

 

When Officers arrived at the scene, they saw three individuals, later identified as PALOMINOCAMPOS, AUGUSTIN, and CAMPOSHARTMAN, walking on the beach with a wagon covered by a blanket.

 

One of the Officers stopped the trio, lifted the blanket, and just like it was reported, she found several puppies inside. As stated in the affidavit, the blanket was being used to hide them but ultimately it was just depriving the puppies of fresh air. That day Naples was under a heat advisory.

 

In the wagon, the Officer found one adult female Maltese dog, and five Maltese puppies, one female and four males. The Officer promptly realized that two of the puppies were in distress and near unresponsive from a possible heat related injury or sickness with shallow breathing.

 

Immediately, the Officer placed the puppies into her police vehicle with the air conditioner on high. Thankfully, after approximately twenty minutes, the puppies seemed to recover.

 

Collier County Domestic Animal Services were called in and the responding Officer took all of the Voiceless Victims to a shelter for medical evaluation.

 

The Naples Police Department tells me that “following examination by Collier DAS staff, all of the dogs are healthy, exhibiting normal behaviors, with no signs of heat distress. All of the dogs have been vaccinated and micro chipped by Collier DAS staff following their examinations.”

 

The investigation determined that the trio “unnecessarily overloaded and deprived the dogs of necessary sustenance or shelter in a cruel manner.” As stated in the affidavit, the trio had the “ability to stop, provide the dogs water or shaded shelter, but none chose to do so.”

 

PALOMINOCAMPOS, AUGUSTIN, and CAMPOSHARTMAN were placed under arrest and charged with animal cruelty torment/deprive/mutilate/kill any animal, a misdemeanor of the first degree.

 

At the time of writing, records show that the trio were released after posting bond and their arraignment is slated to take place on July 31, 2024, at 8:30 a.m.

The Bay County Sheriff’s Office arrested 36-year-old SHELTON CORNELIUS OWENS JR (pictured).

 

According to the arrest report obtained by Voice For Us, on June 25, 2024, a deputy responded to a property on 6722 W Smith Road in Panama City to investigate an animal complaint call.

 

Upon arrival, the deputy saw a “mistreated puppy” who was “chained to a tree outside of the residence.” The deputy reported that the puppy appeared to be very skittish and did not have any available food or water. Additionally, the deputy noticed minor injuries on the puppy's ears which appeared to be from the restraints.

 

The deputy knocked on the door and was able to make contact with OWENS.

 

OWENS told the deputy he had three dogs; a 6-month-old puppy whom the deputy saw chained outside, and two Pitbulls.

 

The deputy and OWENS walked to the back of the residence and the deputy saw the two Pitbulls “laying chained up in a fenced enclosure.”

 

According to the report, the enclosure had a blue tarp which was ripped and worn and was not providing shade from the sun. There were two broken dog houses, empty bowls, and there was no sign of food or water.

 

Sadly, both Pitbulls were found lifeless.

 

OWENS was placed under arrest and he stated that he takes good care of his dogs and had no idea how this happened. He claimed he gave the dogs food and water every day.

 

OWENS took such good care of the dogs that he was “unable to provide a definite time as to when he last saw the dogs alive.”

 

The deputy later made contact with the complainant and learned that all three dogs  never went inside the home and stayed chained outside the whole time. The complainant added they rarely saw OWENS checking on the dogs and estimated that happened roughly once or twice a month. According to the complainant, the tarp had been ripped and unusable for several months.

 

The report stated that the complainant had previously alerted Bay County Animal Control to the situation but no one responded. The complainant had been so concerned for the dogs’ well-being that they have given water to the dogs and have checked on them .

 

OWENS was transported to the Bay County Jail and booked on two counts of aggravated animal cruelty and one count of animal cruelty.

 

On June 26, 2024, OWENS had his bond hearing and was given a pre-trial release bond. The judge set the condition to not have any animals.

 

OWENS is expected back in court on August 15, 2024, at 9:00 a.m.

All Court appearances will be in the Bay County Courthouse on 300 East 4th Street in Panama City.

 

I truly apologize for not having all the information I wanted to give you on the Voiceless Victims but I have been sitting on this story for a week waiting for responses. I will continue to send out emails and if someone gets back to me, I will post an update.
