The Gastonia Police Department arrested 41-year-old corporal VINCENT CLAY COSTNER II (pictured).


The arrest warrant accuses COSTNER of torturing a black 1 year and 4-month-old Great Dane on March 31, 2025, causing “unjustifiable pain and suffering.”


Gastonia Police said they launched an investigation into COSTNER earlier this year when “concerns were brought to the attention of local authorities.”


The investigation resulted in COSTNER’s arrest on April 28, 2025. COSTNER was booked into the Gaston County Jail on one felony count of cruelty to animals and was released less than half an hour later after posting a $5,000 bond.


Gastonia Police Chief Trent Conrad expressed his disappointment and said: “I am deeply disappointed by this situation. We hold our officers to the highest standards of conduct, both on and off duty. No one — especially those who are entrusted with protecting the public — is above the law.


COSTNER has been with the department since December 15, 2020, and his current employment status is unknown.

Butte County District Attorney Michael L. Ramsey announced the arrest of 29-years-old DEVIN WILLIAM PASLEY (pictured).


As indicated in a press release by the DA’s office, PASLEY, a Gridley Police Department officer, was arrested on Tuesday, June 21, after a month-long investigation conducted by the DA’s Office investigators and detectives with the Chico Police Department.


PASLEY is charged in a criminal complaint alleging animal cruelty and domestic violence.


PASLEY was arrested at the Gridley Police Department by Butte County District Attorney investigators and transported to the Butte County Jail where he was booked.

PASLEY was released after posting a $70,000 bond.

DA Ramsey said that PASLEY was arrested on a warrant issued by a local judge in which it was alleged PASLEY had physically abused his significant other and the mother of his child, over the past year during a tumultuous relationship.


DA Ramsey further said that PASLEY “was accused of physically pinning the victim down in their shared home and choking her dog throughout the course of their year-long relationship.”


DA Ramsey explained that the criminal investigation paralleled an internal affairs investigation begun by the Gridley Police after the domestic abuse was reported. PASLEY was then taken off duty and placed on administrative leave.


After executing a search warrant at PASLEY’s ’s home, several personal firearms were taken into protective custody by the Chico police.


No additional information related to the animal cruelty charge was released.


Online court records show that PASLEY is scheduled to be arraigned on Thursday, June 23, in Butte County Superior Court before Judge Michael R. Deems at 8:30 a.m.


DA Ramsey said: “ No one is above the law. Not even those charged with enforcing the law.”
