On January 9, 2025, 43-year-old ROBERT MICHAEL PHILLIPS JR. (pictured), was sentenced after forty dogs were removed from his home on 7474 Kilbourne Road in Kingston Township.


It all started in April 2024 following a video that surfaced on social media showing the living conditions of the dogs. Delaware County Dog Warden Mitchell Garrett obtained a warrant from Delaware Municipal Court Judge Kyle Rohrer.


On April 7, 2024, the staff of the Delaware County Dog Shelter went to the home in question and removed forty dogs, most of them were Pitbulls or Pitbull mixes.


The poor souls were found tied with heavy chains living in mud and standing water with only blue barrels to shield them from the elements. Many of them were found to be underweight.


Mr. Garrett said it took about three hours to remove all the dogs and mentioned the assistance of the Humane Society of Delaware County, the Marion County Dog Warden’s Office, the Morrow County Humane Agent, and the nonprofit Rico Pet Recovery.


When officials arrived at the home, PHILLIPS was not present so no charges were immediately issued.


According to a press release by Jane Hawes, Director of Communications for Delaware County, Mr. Garrett stated: “Mr. Phillips has been known to us for several years. Previous visits had found only six dogs, all in good health. Complaints continued to come in, but, in recent years, no one would complete a witness statement that would enable the Dog Shelter staff to act.”


On the night of April 5, 2024, the staff of the Delaware County Dog Shelter received a statement “alleging many more dogs on the property than were previously known and that they had been observed in abusive conditions”, stated the release.

With the statement and the warrant, the team was able to enter PHILLIPS’ home.


PHILLIPS was later charged in Delaware County Municipal Court with thirty misdemeanor counts of prohibitions concerning companion animals.


On April 17, 2024, PHILLIPS failed to appear in court and a judge assigned custody of the dogs to the Delaware County Dog Shelter.


On January 9, 2025, PHILLIPS was sentenced to only fifty-one days in jail and nearly $3,000 in fines.

On the afternoon of December 10, 2024, the Hillsborough County Sheriff's Office arrested 38-year-old ANITA DAMODARAN (pictured) on a warrant from the Chicago Police Department for counts of animal cruelty.


In a press release the sheriff’s office said that DAMODARAN was taken into custody at a residence off of Barbados Isle Drive in Tampa.

DAMODARAN was booked into the Orient Road Jail and the Chicago Police Department will extradite her to Illinois.


It all started back in March 2024, with a phone call to the Hinsdale Humane Society after two women found a dog named Betty “in a Chicago residence, locked in a plastic container—the kind you store Christmas decorations inwith crates stacked on top”, said the organization in a press release.


Given the condition Betty was found in, the Good Samaritans rushed her to MedVet Chicago.


One of Betty’s rescuers recounted the moments of the heartbreaking discovery, “When the two crates were removed, we stopped in our tracks because we suddenly saw the lid pop off and a tiny paw reach out. We thought it was a container of stuffed animals. Then the lid fell completely off and out came a matted creature staring at us in despair, with eyes that were stoic and unblinking. It took at least 30 seconds, although it felt like eternity, for us to realize that this was a dog close to its last breath.”


The Hinsdale Humane Society said in a Facebook post that Betty, now renamed Boots, is living her best life because of those who kindly donated toward her medical care.


Hillsborough County Sheriff Chad Chronister said: “We remain committed to collaborating with our law enforcement partners to ensure that those who commit acts of cruelty are held accountable to the fullest extent of the law. Our dedication extends to seeking justice for the most vulnerable members of our community, innocent victims who cannot speak for themselves.”

I heard back from the Clermont County Sheriff’s Office and the following are the answers to my questions:


Voice For Us: Were any animals found deceased?

Clermont County Sheriff’s Office: None were found deceased.


Voice For Us: Why did the defendant have so many animals?

Clermont County Sheriff’s Office: Johnson advised our detective that she was breeding cats. During the course of the investigation, our detective discovered that Johnson was also breeding dogs.


Voice For Us: Were any of the rescued animals euthanized?

Clermont County Sheriff’s Office: The dogs were the only animals removed from the residence by Animal Control. The cats remained at the scene and were to be cared for by extended family. None of the animals that were rescued/removed were euthanized.

On October 30, 2024, the Clermont County Communications Center received a call reporting an animal complaint.


A deputy contacted the reporting party who stated that animals were living in poor conditions at a residence in the 1400 block of Homewood Court in Batavia Township. The caller provided the deputy with a video showing four dogs in cages and another dog believed to be deceased on the kitchen floor and further stated that there were nearly “40 cats in the basement and multiple dogs in cages throughout the home.”


The deputy then responded to the residence in question and contacted 40-year-old GRACE LOUISE JOHNSON (pictured).


According to the press release by the Clermont County Sheriff’s Office, JOHNSON allowed the deputy into the residence and “admitted to owning the animals in question.”


The deputy found multiple dogs living in cages with feces and urine. The deputy reported that there were also urine and feces throughout the residence.


JOHNSON denied that any of her dogs had recently died and refused to allow further examination of the residence.


At that point, the Clermont County Sheriff's Office Investigative Unit was called in to assist with the investigation and detectives obtained and executed a search warrant.

The search led to the discovery of six dogs, twenty-eight cats, and five children. The sheriff’s office said that JOHNSON was not able to confirm the number of cats within the home.


Deputies reported finding the furvictims with “matted hair, fleas, and indications their paws had been soaked in urine and feces for an extended period.”


A Deputy Dog Warden from the Clermont County Animal Shelter responded and took possession of the dogs.


Clermont County Child Protective Services (CPS) took the children to be with JOHNSON’s relatives at a different location. Those same relatives are working with the Clermont County Animal Shelter to arrange for future long-term placement of the cats.


JOHNSON was arrested on site and transported to the Clermont County Jail on charges of endangering children.


On November 1, 2024, after consulting with the Clermont County Dog Warden and Clermont County Prosecutor's Office, JOHNSON was additionally charged with eight misdemeanor counts of prohibitions concerning companion animals.


At the time of writing, online arrest records show that JOHNSON is being held into the Clermont County Jail with a $15,000 cash or surety bond for the endangering children charges.


Local 12 reports that JOHNSON is a “local animal breeder.” According to the news outlet, the sheriff’s office said that JOHNSON told one of their detectives that she was breeding cats.

Although the sheriff’s office said there was no indication JOHNSON was also breeding dogs, her Facebook page and online advertisements showed otherwise.

In fact, JOHNSON’s Facebook page Graceful Pups, has previously posted puppies for sale.

JOHNSON’s Facebook account lists her as the owner of Graceful Pups.
