The Madison County Sheriff’s Office is reaching out to the public for assistance with two animal cruelty investigations after the discovery of three deceased dogs.


On February 26, 2025, two deceased dogs were found discarded in trash bags along Burns Road in Midway. The sheriff’s office identified the furvictims as an adult male chocolate Labrador and a young adult male Shepherd mix.

According to the sheriff’s office, both dogs “had apparent gunshot wounds to the abdomens and chest consistent with buckshot” and neither of them were microchipped or wearing a collar.


In a separate case, on March 12, 2025, a deceased dog was found tied to a guardrail in the 5300 block of FM 1372 in North Zulch. The furvictim was identified as an adult intact male brindle dog. The sheriff’s office said the furvictim was wearing an orange collar which was collected as evidence along with the tether. The dog was taken to Texas A&M where a necropsy was performed, courtesy of the Madisonville-based animal welfare organization Rufus Refuge.

Results showed severe trauma throughout the body. It is believed the furvictim was secured to the guardrail while still alive and subsequently was struck by a vehicle.

On February 19, 2025, deputies with the El Paso County Sheriff’s Office East Montana Patrol Station were dispatched to a residence in the 3800 block of Zachariah Road for an animal welfare check.


When deputies arrived, they found three dogs separately confined in small crates, securely latched, without bedding or mats and filled with urine and feces. The dogs’ ribs, shoulder, and hip bones were visible and according to the El Paso County Sheriff’s Office, the furvictims “showed severe signs of physical distress, including malnutrition and lethargy, as they had been forced to eat their own feces due to a lack of food.” Deputies did not find any food or water for the poor souls.


The sheriff’s office also said that the dogs “were barely moving and showed little interest in their surroundings.” One of three dogs was sleeping on the cold bottom of the case he/she was in.


Sadly, deputies also found a deceased dog inside a cage.


With the assistance of the Animal Welfare Department, the surviving dogs were removed and taken to receive medical care. The sheriff’s office said that due to the severity of their condition, the three dogs were reluctantly euthanized by the City of El Paso Animal Services.


An investigation led to the arrest of 47-year-old CIRILO RODRIGUEZ JR (pictured).

The scum was charged with four counts of cruelty to non-livestock animals and booked into the El Paso County Detention Facility with a total bond set at $22,500.


The sheriff’s office said, “The El Paso County Sheriff’s Office will not tolerate animal cruelty and is committed to holding individuals accountable for their actions. We will continue to vigorously prosecute those who engage in acts that cause harm to animals or commit related offenses.

On Saturday, January 18, 2025, 23-year-old HAVANNA DEJONET MILLER (pictured), was arrested following an investigation by San Antonio Animal Care Services Cruelty Investigators with support from detectives with the S.A.P.D. Property Crimes Task Force.


MILLER is accused of repeatedly striking her defenseless 3-month-old Poodle puppy on the balcony of her apartment in the1200 block of Culebra.


The vile incident, that took place the day before MILLER’s arrest, was thankfully witnessed by a resident who promptly recorded it.


An investigation was immediately launched resulting in MILLER’s arrest and the rescue of the Voiceless Victim.


MILLER faces at least one count of animal cruelty-torture, a 3rd degree felony. Her bond was set at $15,000 and on January 19, 2025, she was released after posting it.
