The Polk County Sheriff’s Office announced the arrest of 56-year-old LANORIS DEVONNE PARKER (pictured).

An investigation was launched after the owner of a property on Sylvan Road in Davenport “noticed several dogs in cages who did not appear to be healthy” and alerted the sheriff's office.

The property was being rented by PARKER.

Responding deputies sadly found two deceased dogs in crates, and nine dogs who were alive but were in extremely poor conditions. Animal Control was then called in.

The dogs who were found dead were beginning to decompose, however, their ribs were visible.

The sheriff’s office said that three of the nine live dogs were “unable to stand or walk and in extreme medical distress.”

Officers reported that there was no food or water for these innocent souls.

Animal Control removed all of the Voiceless Victims and they were examined by Dr. Kerry Jackson, DVM. Each of the nine dogs scored 1/9 on the Purina Body Condition Score showing severe emaciation, muscle loss, and no discernible body fat.

Dr. Jackson concluded that the two dogs who were found dead had died from starvation. In her professional opinion, “…. the starvation of the two deceased dogs, and condition of the remaining dogs resulted in the cruel death or excessive and repeated infliction of unnecessary pain or suffering”, stated the affidavit.

Sadly, the three dogs previously mentioned who were unable to stand or walk, “succumbed to their injuries.”

On September 30, 2024, the Polk County Sheriff’s Office Animal Cruelty Investigations Unit went to PARKER’s home on 2299 Rock Drive in Poinciana to arrest him. At the residence, officers found seven dogs. Six of them were confined to crates inside a garage with no air movement, no water, and no food. All seven dogs were removed from the home. According to the sheriff's office, six of the seven dogs, were “severely and criminally neglected.”

PARKER was charged with fifteen felony counts of animal cruelty and two misdemeanor counts of confining animal without sufficient food/water.

In addition to the animal cruelty charges, PARKER was also charged with operating an unpermitted landfill, burning without a permit, and keeping a nuisance injurious to health.

These charges relate to the investigation at PARKER’s rental property in Davenport in reference to environmental hazards.

Online arrest records show that PARKER is being held into the Polk County Jail on a $80,500 bond.

Polk County Sheriff Grady Judd said in a statement: “The horrific abuse and neglect that these animals suffered is too awful for words and the photos don't even adequately describe how much pain these dogs were in, not to mention the conditions, sights, and smells that our detectives were exposed to. Lanoris Parker is being held accountable for these crimes, and we will do everything in our power to ensure he never owns animals again.”

On the evening of Tuesday, September 24, 2024, the Cape Coral Police Department arrested 20-year-old RY'QUELL JAI-RIE BELL (pictured), for animal cruelty.

A few hours earlier, BELL had just been released from the Lee County Jail for robbery and theft charges.

With regard to the animal cruelty charges, police said that officers were called to an apartment on Steeple Circle after a resident caught BELL on video abusing two defenseless dogs.

One video showed BELL letting the furvictims into an apartment and violently kicking one of them. The poor soul can be heard crying really loudly and can be seen falling on his/her side as a result of the savage kick.

In another video, BELL can be seen “letting the dogs out of an apartment and then hitting one with a bottle. The dog was heard yelping”, said police.

An investigation revealed that the dogs were not BELL’s and they are now back with their guardian.

BELL was charged with one misdemeanor count of animal cruelty and court records show he was released after posting bond. He is scheduled to be arraigned on October 15, 2024, at 8:00 a.m.

The Citrus County Sheriff's Office arrested 53-year-old CAROLYN PATRICIA BROWN, 33-year-old BENJAMIN SEXTON BROWN JR, and 33-year-old ROBERT VANCE BROWN III (all pictured).

According to the arrest reports provided to Voice For Us, on September 19, 2024, Deputy Estepp responded to a home on 2276 East Kennett Drive in Hernando in reference to an animal neglect call.

Upon arrival, the deputy spoke with Animal Control Officer Gallant who said that he received a call regarding the wellbeing of the animals at the residence. ACO Gallant said that when he arrived at the residence and knocked on the front door, he could smell the strong odor of ammonia emitting from the front door, and when the front door was opened, he saw many cats roaming inside.

ACO Gallant was allowed to enter the home and once inside, he saw the living room floor covered from one wall to the other with feces, some of which had white mold growing along it due to it having been left there for an extended period of time.

ACO Gallant found animals in each room of the house, and the floor of each room was covered in feces. The officer saw cats and dogs walking on those floors.

After learning about ACO Gallant’s findings, Deputy Estepp spoke with the residents of the property (the arrestees) who allowed him inside the home. The deputy confirmed everything that ACO Gallant had reported.

Deputy Estepp saw four dogs, many cats wandering around, and a rabbit. He described the rabbit as “discolored”. The deputy reported that the rabbit was in a cage that was filled with feces and was not cleaned which caused the rabbit’s natural white coat to become grayish-brown.

There were also two juveniles in the home walking barefoot.

Officials removed a total of twenty-two (22) animals, including seventeen (17) cats, four (4) dogs, and one (1) rabbit. The Citrus County Sheriff’s Office tells me that “Several cats had upper respiratory infections and other obvious illnesses that had been left untreated. The dogs also had untreated medical conditions.”

The arrestees were charged with twenty-two (22) misdemeanor counts of animal cruelty and additional charges may be added depending on medical exams.

ROBERT VANCE BROWN III is the only one who is still in custody and held at no bond due to him being a registered sex offender.
