CARLA LYNN JENKINS arrested on animal cruelty and neglect charges

The Pinellas County Sheriff's Office arrested 57-year-old CARLA LYNN JENKINS (pictured).


According to the arrest affidavit provided to Voice For Us by the sheriff’s office, a concerned neighbor alerted law enforcement to the living conditions of several animals on JENKINS’ property.


On the early evening of March 27, 2026, deputies were dispatched to JENKINS’ residence on Seminole Boulevard in Largo to investigate, and on arrival they found four cats in a small crate locked on the outdoor patio.  According to the affidavit, the cats did not have access to water, were laying in their own feces, and the food was infested with roaches.


Inside the residence, deputies located two dogs. One of the two dogs was tethered to a “live open wire with a metal chain”, stated the affidavit. The dog had food that was also roach infested, and the water bowl was right below a live electrical outlet.


The other dog, named Bobo, was found in an open plastic bin in an enclosed patio. Bobo was flea infested and had bald spots along his body.


According to the affidavit, when JENKINS picked Bobo up, he yelped incessantly and was bleeding in different areas from scratching at open skin.


Back on June 17, 2025, JENKINS had already been cited for animal cruelty by Animal Services for failing to provide medical attention to Bobo for flea dermatitis.


JENKINS told deputies that she was not aware that Bobo was suffering and thought that he had allergies.


JENKINS also stated that she was not aware of how many cockroaches were in the animals’ food and added that she was not aware that the electrical outlet was active.


JENKINS was placed under arrest and released from the Pinellas County Jail after posting bond. Court records show she is facing one felony count of cruelty to animals and four misdemeanor counts of animal cruelty.
