Investigators with the Pennsylvania SPCA charged 30-year-old CAITLIN MICHELLE PERRY with aggravated cruelty to animals in connection with the death of a miniature Pitbull-type dog named Archie.

 

PERRY is the owner of Wiggle Butts Co. which she runs out of her home on Houston Street in Lancaster County.

 

Archie was being fostered by PERRY and at one point, as PERRY left her house to go to a neighbor’s home, Archie was attacked by PERRY’s dogs. When PERRY went back home,

she found Archie hypothermic and bleeding with numerous bites.

 

PERRY contacted a friend of hers who works at the Humane Society of Harrisburg who advised PERRY to take Archie to an emergency animal hospital. PERRY told her friend that she did not have the money and her friend recommended euthanizing him. PERRY explained that she had found an adopting family for Archie, so she declined euthanizing him and said that she wanted to wait.

 

PERRY’s friend then picked up Archie and took him to her home in an attempt to nurse him back to health. Archie was gravely injured and sadly succumbed to the injuries he sustained.

 

PERRY’s friend then reached out to the PSPCA and explained what happened. She took Archie’s body to the shelter for a necropsy and told the PSPCA that in the past there had been other animal attacks at PERRY’s home.   

 

The necropsy determined that Archie died of shock, blood loss, and pain from the bite wounds. The results noted that despite the severity of the injuries, prompt intervention might have saved him.

 

On May 8, 2024, the Pennsylvania SPCA charged PERRY with aggravated cruelty to animals by causing serious bodily injury or death, torture.

PERRY is free on $25,000 unsecured bail. Court records show that she is due back at Lancaster County District Court on June 14, 2024, at 1:30 p.m.

In late December, Pennsylvania State Police out of Bedford County were contacted by Banfield Animal Hospital about several dogs they had recently treated. An investigation led Troopers to a property at 1057 Business 220 in Bedford Township.

 

Police went to the property on December 30, 2023. Upon arrival, officers were overwhelmed with a smell of dog feces and heard dogs barking inside the home. Since officers were not able to make contact with anyone, they returned to the property the following day and met with 62-years-old RENEE LYNN PIPER and 81-years-old NYAL BARTON PIPER (both pictured), the homeowners.

 

While talking to the couple, officers saw that several dogs were present in the backyard and they were covered in feces. Officers reported that one of the dogs had an open wound on his/her ear.

At first, the PIPERS told police they had fifteen to sixteen dogs, then, they said there were around sixty dogs on the property.

 

With the assistance of multiple organizations, including Bedford County Humane Society, Abby’s Angels, Central PA Humane Society, volunteers from the Huntingdon County Humane Society, Brackenridge Veterinary, and Olde Bedford Vet Clinic, ninety-nine Voiceless Victims were removed from the property. Eight cats, ninety dogs, and a turtle were rescued and most of them were placed in the care of the Bedford County Humane Society.

 

Sadly, officials also found two dead dogs and a dead pig in the home.

 

According to police, the animals were malnourished and covered in feces and urine and the cages they were in were stacked from the floor to the ceiling.

 

Four dogs were euthanized at the home, and another at the Bedford County Humane Society due to their condition.

 

According to a press release by the Bedford County District Attorney’s Office obtained by Voice For Us, on Friday, March 1, 2024, the PIPERS were charged with five hundred charges including animal cruelty, neglect, and aggravated assault of animals, among others. On the same day, they were arraigned before Judge Kevin R. Diehi and bail was set at $1 million for each defendant. At time of writing, records show that the couple are being held in the Bedford County Prison.

Court records show that the PIPERS will be at Bedford County Central Court for their preliminary hearing on the morning of Wednesday, March 13, 2024, at 9:00.  

 

Bedford County District Attorney Ashlan Clark said: “Animal cruelty is a crime of violence against extremely vulnerable victims. Investigations like these can take time. There is a lot of information that needed to be collected and reviewed for the most appropriate charges to be filed. The State Police completed a thorough investigation into this matter to ensure an efficient ad successful prosecution.”

 

DA Clark added: “The atrocious and seemingly intentional mistreatment of these animals is difficult to grasp. We cannot erase the torture and neglect that these animals endured, but we can work to bring them the justice they deserve.”

On Monday, February 26, 2024, the Pennsylvania SPCA's Animal Law Enforcement rescued two dogs following a complaint submitted to their hotline regarding the furbabies’ welfare at a home in the 500 block of Dauphin Street in Lancaster.

 

According to the press release by the Pennsylvania SPCA, once inside the property Officers found a male brown Pitbull type dog named Beans. Beans was “in an emaciated body condition”, stated the release, scoring “a 1/9 on the Purina Body Condition scale, the lowest possible score for a living dog.”

 

Beans had muscle wasting, ribs and hips showing, and a “sunken skull visible to the naked eye.” After Beans was examined by a vet, it emerged that he was also “anemic, dehydrated and infested with fleas.”

 

Officers identified 21-years-old PABLO DURAN as Beans’ guardian.

 

Inside the same property, Officers found a second dog, a female miniature Poodle type named Pompei.

Pompei “was found to be suffering from a complete displaced fracture to one of her hind legs, a break in the pelvis and a full circumferential ligature mark around her muzzle cutting through the lip.” Additionally, Pompei, “had sclera hemorrhage indicative of strangulation or blunt force trauma, a dirty hair coat and urine staining on her legs.”

 

Officers identified 28-years-old DONNA RENEE SMELTZER as Pompei’s guardian.

 

On the same day, the Voiceless Victims were removed from the evil individuals and brought to the PSPCA’s Main Line Animal Rescue for immediate and critical veterinary care.

As stated in the release, “Pompei will require specialty surgery for her hind leg to be saved. Beans has been placed on a refeeding plan and is being monitored closely as he begins his recovery.”

 

On February 29, 2024, The Pennsylvania SPCA, alongside Lancaster County Detectives and the City of Lancaster Police Department, executed arrest warrants for SMELTZER and DURAN.

 

According to the press release, SMELTZER “is charged with felony animal cruelty for intentionally or knowingly failing to provide necessary veterinary care causing serious bodily injury. She is also charged with felony animal torture due to a broken leg and pelvis, as well as ligature marks to the muzzle of Pompei. On the misdemeanor level she is charged with knowingly or recklessly ill-treating an animal causing bodily injury or risking serious bodily injury.”

 

While DURAN is charged with felony animal cruelty “for knowingly or intentionally torturing Beans, causing prolonged pain and suffering through the deprivation of necessary sustenance. He is also charged on the felony level for intentionally failing to provide veterinary care causing serious bodily injury or death.” On the misdemeanor level, DURAN “is charged with knowingly or recklessly ill-treating Beans, risking serious bodily injury or death.”

 

Court records show that the evil duo are scheduled for a preliminary hearing on March 6, 2024, at 11:00 a.m. before Magisterial District Judge Jodie E. Richardson.

 

Julie Klim, CEO of the Pennsylvania SPCA, said: “This case of animal cruelty is particularly disturbing. The physical injuries to these precious dogs are hard to stomach, and knowing that their suffering was prolonged by a lack of food and veterinary care is heart-wrenching.”

 

Nicole Wilson, Director of Animal Law Enforcement and Shelter Services at the Pennsylvania SPCA, stated: “The heinous and seemingly intentional mistreatment of these animals is hard to fathom, and it is our hope that the individuals involved will be prosecuted to the fullest extent of the law.”
