ROBERT MICHAEL PHILLIPS JR. sentenced to 51 days in jail after 40 dogs were rescued from his home

On January 9, 2025, 43-year-old ROBERT MICHAEL PHILLIPS JR. (pictured), was sentenced after forty dogs were removed from his home on 7474 Kilbourne Road in Kingston Township.


It all started in April 2024 following a video that surfaced on social media showing the living conditions of the dogs. Delaware County Dog Warden Mitchell Garrett obtained a warrant from Delaware Municipal Court Judge Kyle Rohrer.


On April 7, 2024, the staff of the Delaware County Dog Shelter went to the home in question and removed forty dogs, most of them were Pitbulls or Pitbull mixes.


The poor souls were found tied with heavy chains living in mud and standing water with only blue barrels to shield them from the elements. Many of them were found to be underweight.


Mr. Garrett said it took about three hours to remove all the dogs and mentioned the assistance of the Humane Society of Delaware County, the Marion County Dog Warden’s Office, the Morrow County Humane Agent, and the nonprofit Rico Pet Recovery.


When officials arrived at the home, PHILLIPS was not present so no charges were immediately issued.


According to a press release by Jane Hawes, Director of Communications for Delaware County, Mr. Garrett stated: “Mr. Phillips has been known to us for several years. Previous visits had found only six dogs, all in good health. Complaints continued to come in, but, in recent years, no one would complete a witness statement that would enable the Dog Shelter staff to act.”


On the night of April 5, 2024, the staff of the Delaware County Dog Shelter received a statement “alleging many more dogs on the property than were previously known and that they had been observed in abusive conditions”, stated the release.

With the statement and the warrant, the team was able to enter PHILLIPS’ home.


PHILLIPS was later charged in Delaware County Municipal Court with thirty misdemeanor counts of prohibitions concerning companion animals.


On April 17, 2024, PHILLIPS failed to appear in court and a judge assigned custody of the dogs to the Delaware County Dog Shelter.


On January 9, 2025, PHILLIPS was sentenced to only fifty-one days in jail and nearly $3,000 in fines.

Male posing as a vet in Monterey County facing animal cruelty and other charges

The SPCA Monterey County is seeking information about a man impersonating a veterinarian in Monterey County.


According to the press release by the agency, the individual, of Prunedale, “is providing veterinary care without a license and is suspected of animal abuse and cruelty. He has been giving veterinary examinations, prescribing medication, and even performing invasive surgeries in his home.”


The organization said that at least one innocent dog died as a result of the individual’s negligence and many other dogs are now in need of follow-up vet care.


The SPCA further said that the individual was most recently performing illegal, unlicensed veterinary procedures at a home in the 1600 block of Blackie Road in Prunedale and before that, at a home on McGowan in Salinas.


On November 4, 2024, investigators with the SPCA along with the Monterey County Sheriff’s Office and investigators with the Monterey County District Attorney’s Office, served a search warrant at the home on Blackie Road leading to the discovery of many dogs and two horses.


Officials found twelve French Bulldogs in small cages that did not have any food or water. Moreover, four of them were “housed in a shed with no access to sunlight or ventilation.”

A skinny German Shepherd was found roaming and a Doberman was discovered in a small kennel without any food or water.


All fourteen dogs as well as two horses were thankfully removed and are now safe. The two horses are back with their guardians and the dogs are “in protective custody”, said the SPCA.


Investigators with the SPCA believe that there may be additional victims in the community and are asking the public to come forward with information that can help with the ongoing investigation.

DAN KARBOWSKY, found guilty of animal cruelty for neglecting his sick dog, gifted with probation

On January 3, 2025, in Westmoreland County Common Pleas Court, 55-year-old DAN KARBOWSKY pleaded guilty to animal cruelty charges after he intentionally withheld medical care for his 13-year-old male Chow mix named Echo.


The case dates back to March 2022, when Humane Officers with the animal rescue All But Furgotten were alerted to social media posts and were additionally contacted by witnesses regarding a dog, on Henry Street in Belle Vernon, who had a tumor hanging from his chest and matted fur on his back end.


On March 23, 2022, Humane Officers went to KARBOWSKY’s home at the aforementioned address and found Echo with a large tumor, several open wounds, and matted hair compressed with mud and feces.


KARBOWSKY told the Officers that in 2019, Echo had been diagnosed with cancer and a whipworm infection and added that he did not have the money to seek medical treatment for him.

Witnesses, however, stated that they came forward and offered KARBOWSKY financial help which KARBOWSKY refused.


Officers removed Echo and he thankfully received emergency medical care and tests on the tumor came back negative for cancer.


Hannah Novak of All But Furgotten told KDKA: “When we got him, he had pretty sizable open sores on his body. Along with the open sores, he had a pretty sizable mass that almost touched the ground. It was on his abdomen.”


Facing a felony count of aggravated cruelty to animals and one misdemeanor count of neglect, KARBOWSKY pleaded guilty to three lesser misdemeanor charges of animal cruelty on January 3, 2025, and Common Pleas Judge Christopher Feliciani gifted him with probation!


KARBOWSKY was sentenced to six years' probation and was ordered to pay more than $16,000 in medical restitution to All But Furgotten.


In August 2024, KARBOWSKY rejected a plea deal that called for him to accept a felony conviction and serve three to twenty-three months behind bars.


While KARBOWSKY received a six-year ban on “owning” animals, his wife was allowed by judge Feliciani to keep her three cats.


Ms. Novak told KDKA that the KARBOWSKYS are “subject to random house visits and welfare checks, so we can do random checks on those cats to make sure they are being cared for properly as well.”


Echo is thriving in a foster home!
