On April 9, 2024, the Oklahoma City Police Department reached out to the community through social media asking for help finding a male caught on camera “brutally killing” an innocent and defenseless puppy.

Police said the incident, that happened on March 27, 2024, in the 3700 block of S. Missouri Avenue, was being investigated by OKC Animal Welfare.

The video shows a male carrying a puppy by his/her hind legs before stomping on his/her head.

OKC Animal Welfare told News 4 that they received a call in March from a local business owner where the incident took place, after finding a dead puppy.

The Oklahoma City Police Department announced that the male caught on camera murdering the puppy, identified as 57-years-old LARRY DON MCMILLIAN (pictured), has been arrested.

MCMILLIAN was arrested in the 1600 block of Southeast 40th Street, after police received “information”.

According to a Facebook post by Animal Wellness Action, and Center for a Humane Economy, MCMILLIAN was arrested thanks to his ex-girlfriend, Sarah Looney, who provided the authorities with information that led to MCMILLIAN’s identification. Sarah will receive a $2,000 reward for turning MCMILLIAN in.

I have asked OKC Animal Welfare whether the puppy was MCMILLIAN’s and a spokesperson told me they are not sure. Additional information about the Voiceless Victim is not available at this time.

The murderer was arrested on charges of Cruelty to Animals and Possession of Firearm by Convicted Felon.

At time of writing, records show that the murderer is being held at the Oklahoma County Detention Center.

I took the liberty of naming the Voiceless Victim Leaf, for the tribute image. Should his/her given name be made public, I will rectify it accordingly.

There’s time in your life that you see or hear things that you just can’t believe that a person would do to another person or to a defenseless little animal.”

That’s what Polk County Sheriff Grady Judd said before showing the photo of 21-years-old ANGEL ENRRIQUE BURGOS (pictured).

BURGOS is accused of viciously murdering two innocent and defenseless male Chihuahuas named Casper and Lincoln.

On March 26, 2024, the Haines City Police Department requested assistance from the Polk County Sheriff’s Office Animal Cruelty Investigations Unit regarding a report of animal cruelty.

An investigator then responded to the Hidden Lake Preserve neighborhood in Haines City and met with several witnesses. The investigator learned from the witnesses that they heard dogs yelping and saw BURGOS carrying a small dog to a pond and striking the dog multiple times.

One of the witnesses further said that they saw BURGOS throw the dog toward the water. The witness later found the dog at the pond, lifeless.

According to the press release by the sheriff’s office, the investigator recovered surveillance footage from several residents which showed exactly what witnesses described. BURGOS could be seen carrying two dogs to the pond and the furbabies could be heard loudly yelping. Both dogs were found dead at the pond.

Casper and Lincoln’s small bodies were sent to Veterinarian Doctor Centonze for a necropsy.

Doctor Centonze reported that Lincoln and Casper had puncture wounds “consistent with a sharp object”. Casper sustained seven (7) punctures, while Lincoln had fourteen (14) punctures.

Doctor Centonze further reported that Casper and Lincoln died from internal bleeding in the chest area which caused them to suffocate and drown on their own blood.

Doctor Centonze advised this was a painful, horrible death”, stated the release.

When I asked the sheriff’s office how old Casper and Lincoln were, I was told: “According to family, Lincoln was about 5 or 6. Casper was about 3-4. The Vet who did the necropsy said they were both younger dogs, at least 3+ years old.”

The detective’s investigation determined that BURGOS “knowingly, willingly and unlawfully, used a sharp object to stab repeatedly” Casper and Lincoln causing them “great pain and suffering”. BURGOS’ vile and despicable actions led to Casper and Lincoln’s cruel death.

From the investigation it also emerged that BURGOS “attempted to conceal the incident by discarding clothing items and a knife inside trash bins.” He then used “a water hose and brush to clean the driveway to hide evidence of the incident.” Additionally, BURGOS “did attempt to alter, destroy, conceal and remove evidence located on the driveway area to prevent proper investigation.” Finally, BURGOS “did improperly discard two dogs he stabbed to death in a place where such carcasses could be devoured by beast or bird. The suspect did not bury at least two feet below ground or burn. The suspect did illegally dump the two dogs onto property owned by Hidden Lake Preserve.”

The murderer was arrested and transported to the Sheriff’s Processing Center by Haines City Police Department. He was charged with two felony counts of animal cruelty, tampering with evidence, two counts of improper disposal of deceased animals, and two counts of illegal dumping. The murderer also has two prior arrests for battery.

The murderer’s next court date is slated for April 30, 2024, at 8:15 a.m.

In a statement, Sheriff Judd said: “This behavior on Burgos’ part is disgusting. He caused the pain, suffering and death of two dogs for which he had a moral responsibility to nurture and provide care. Human depravity like this still shocks me. There is no excuse.”

The Kaua’i Police Department arrested 49-years-old JASON CHRISTOPHER MEARNS (pictured).

Police said in a press release that on the early afternoon of Sunday, March 17, 2024, officers responded to a residence on Eke Road in Kōloa after receiving a report about a dog who had been strangled to death.

Officers learned that a 35-year-old man was inside his residence when he heard a loud noise coming from outside where his dog was. When the man went outside to check what was happening, he saw MEARNS “lifting his dog off the ground” by his chain.

Sadly, by the time officers arrived, the Voiceless Victim, a 3-year-old terrier mix, was already dead.

KHON2 identified the dog’s guardian as Keoni Tin and the dog as Koa’Ipo.

Officers interviewed witnesses and learned that there was an argument between MEARNS and Keoni which eventually escalated into a physical altercation causing Keoni to sustain an abrasion to his left forearm, along with several scrapes and bruises.

In an interview with KHON2, Keoni said that Koa’Ipo had been in his family since he was a puppy and that “He was the best dog ever. He was a good watch dog.”

Keoni told KHON2 that MEARNS “bashed the dog’s head with a 30 pound dumbbell” and that Koa’Ipo did not even have time to bark because he was sleeping.

Keoni rightfully said that “This should be considered murder, not animal cruelty.”

Keoni and his family want justice and hope that MEARNS gets “what he deserves.”

The murderer was arrested for cruelty to animals in the first degree and assault in the third degree. At time of writing, records show that he is being held on $20,000 bail in the Oahu Community Correctional Center.

MEARNS’ arraignment was scheduled to take place on the afternoon of Friday, March 22, 2024.

I have emailed County of Kaua'i Office of the Prosecuting Attorney to inquire about MEARNS’ arraignment. If I get a response, I will post an update.
