The Madison County Sheriff’s Office arrested an Anderson mailman for pepper-spraying a dog through the mail slot of the home where he was delivering mail.

According to the resident of the home, Ms. Kerrigan Cronk, her Ring doorbell camera captured the mailman first dropping some mail and then getting a pepper spray bottle out of his bag. The then proceeded to spray her dog, a 1-year-old Dalmatian named Palmer.

Online arrest records maintained by the Madison County Sheriff’s Office show that the mailman, identified as 52-year-old DAVID WALTER VANLANDINGHAM (pictured) was arrested on June 5, 2024, and released the following day.

Ms. Cronk reported the incident to the authorities and according to WTSP, she filed a claim with the USPS. Ms. Cronk’s husband went to the post office on Raible Avenue to talk to the postmaster, and she told WTSP: “The postmaster kept telling my husband the pepper spray is a very mild pepper spray. That's all that he kept saying, which to me doesn't matter. He deliberately sprayed my dog three times and our house with my 2-month-old.”

Ms. Cronk went on to say: “I don't understand it because he stuck our mail in the slot and then went out of his way to spray our dog. He could have just stuck the mail in the slot and then walked away, but he chose to stay and continued to spray our dog.”

In a written statement sent to 13News, USPS said: “The Postal Service extends sincere apology to the customer whose dog was sprayed by the carrier in this incident. The action displayed by the employee in the online video does not reflect the efforts of the thousands of professional, dedicated carriers in our workforce.

We are unable to comment further on a specific individual personnel matter.”

VANLANDINGHAM is facing one count of animal cruelty and one count of criminal mischief.

On June 6, 2024, one misdemeanor charge of animal cruelty was filed against former Fairmount Police officer 36-yar-old KYLE JAMES VINCENT.

The Grant County Prosecutor's Office charged VINCENT following an incident that happened on Sunday, September 10, 2023, when VINCENT’s K9 Officer Zeus died in the back of VINCENT’s patrol car.

Zeus lost his precious life after being left in the vehicle for around twelve (12) hours following his overnight shift.

Zeus was taken to the Comfort Veterinary Hospital in Marion for a necropsy.

On September 11, 2023, Indiana State Police launched an investigation and the following day, VINCENT resigned.

According to court documents, that Sunday morning VINCENT returned home with K9 Officer Zeus at around 6:00 a.m. and discovered him lifeless at around 6:00 p.m. as he was getting ready for his next shift.

As per court documents, VINCENT called Fairmount Police Chief Richard Dollar after 7:00 p.m. to advise him of what happened.

Chief Dollar said that VINCENT changed his version of the facts several times.

Documents stated that VINCENT told Chief Dollar that when he found Zeus dead, he did not remember leaving him in the vehicle and that “the whole night was a ‘fog’ due to his depression and PTSD.”

The Columbia City Police Department arrested 42-years-old JULIE ANN HICKS (pictured).

According to the affidavit obtained by Voice For Us, on the afternoon of March 8, 2024, Officer Hershberger responded to a home on 1331 E. Louise Drive to investigate a possible animal neglect case.

Officer Hershberger reported that “the shades on the windows were all pulled shut” and that he could hear dogs barking. He knocked on the door several times but no one answered.

The officer then asked dispatch for a contact number associated with the residence but attempts to contact the property owner were unsuccessful.

While Officer Hershberger was still at the home, a neighbor told him that she believed that HICKS had moved out and was living in Fort Wayne.

The neighbor also told Officer Hershberger that someone came to the home once every one to two weeks and believed she last saw someone at the home on March 3, 2024.

After speaking with a few more neighbors, Officer Hershberger was able to obtain a phone number for HICKS.

The officer then consulted with Prosecutor John Kitch regarding a request for a search warrant which was granted by Judge Matthew Rentschler.

When Officer Hershberger entered the home, he found large amounts of dog feces throughout the residence. Two dogs were found inside the home a female and a male.

Two large bowls believed to be for dog food were “completely dry.”

The dogs are now in the care of the Whitley County Humane Society. I have emailed the organization and requested additional information about the Voiceless Victims. If I get a response, I will post an update.

Due to the condition the home was in, Whitley County’s Health Department deemed the property condemned.

HICKS was arrested on April 4, 2024, and booked into the Whitley County Jail on two misdemeanor counts of animal cruelty.

Court records show that HICKS will be back at Whitley Superior Court on the morning of Tuesday, June 4, 2024, at 10:20 before Judge Douglas M. Fahl.
