The Broken Arrow Police Department provided an update on the internal administrative investigation into the on-duty misconduct of former officer WILLIAM ROY GOLDEN (pictured), charged with animal cruelty.

 

Broken Arrow Police Chief Brandon Berryhill said in a statement that at the culmination of the investigation, GOLDEN resigned from the Department and his resignation has been accepted.

 

It all started in August 2023, when GOLDEN abused a neighbor’s dog. Another neighbor, whom News On 6 identified as Deanna Westbrook, thankfully recorded the incident and the video surfaced on social media the following month.

News On 6 reports that Ms. Westbrook had to take the video down after receiving a “cease-and-desist letter” from GOLDEN’s attorney. “I think it's just supposed to scare me to be quiet,” Ms. Westbrook told News On 6.

 

According to Ms. Westbrook, it began with a neighbor's dog getting out of a fence and jumping in GOLDEN’s patrol car. An affidavit describes the furvictim as a 4-year-old English Bulldog named Rusty and being “non-aggressive.”  

 

GOLDEN is accused of tasing Rusty eight times, pepper-spraying him, and striking him on the head.

 

GOLDEN’s affidavit stated that GOLDEN admitted to pulling a loaded weapon, threatening to shoot Rusty, and pointing the gun at nearby homes. The affidavit also stated that GOLDEN did not know why he pulled a gun and that at the time, he was angry and frustrated.

 

Rusty was taken to a veterinarian for treatment, and witnesses say he was not showing any signs of aggression towards GOLDEN.

 

After Wagoner County District Attorney Jack Thorp watched the video, he made the decision to file two charges against GOLDEN: one felony count of animal cruelty and one misdemeanor count of reckless handling of a firearm.

News On 6 reports that DA Thorp said: “I’m aware Mr. Golden is a police officer, but no person is above the law. It’s the state position we're gonna go through in this case and we're going to ensure that justice is done here in Wagoner County.”

 

GOLDEN was arrested in September 2023, and released on bond. He is due in court for a preliminary hearing on May 1, 2024.

The Holts Summit Police Department arrested 23-years-old ELIJAH PAUL JUAREZ (pictured).

 

According to court documents, on the afternoon of Monday, February 5, 2024, an employee of a property management company for JUAREZ’s home in the 100 block of Rylee Circle in Holts Summit, reported to police that he heard JUAREZ trashing the home. When the employee went to check what was going on, he found a bloody hatchet, parts of a dismembered dog, and a large amount of blood in the garage.

 

Police then obtained and executed a search warrant at JUAREZ’s home. The search led to the discovery of more dog parts, a trash can and freezer containing more dog body parts, a large pool of blood that was starting to dry, two pairs of bloody scissors, and bloody clothes and shoes.

A veterinarian stated that the dog had been dismembered, shot, and gutted.

 

Officials additionally found forged documents (such as passports and identification cards), guns, an AR-15 rifle, and a whiteboard that had plans and financial information about selling drugs.

 

The following day, on February 6, 2024, investigators interviewed a woman who had been in a relationship with JUAREZ.

The woman told investigators that on January 22, 2024, JUAREZ restrained her to a metal rack, he sexually assaulted her, and recorded himself during the act. According to the woman, JUAREZ also threatened her to burn her hands to prevent her from escaping.

The woman went on to state that on February 1, 2024, while she and JUAREZ were arguing, he beat her and forbade her to leave. The woman also said that she was raped by JUAREZ on February 3, 2024, and that the following day she went back to his home to get her stuff.

When she arrived at JUAREZ’s home, he was standing outside holding a bible while wearing a black and red mask. The woman said she did not feel safe and left. According to the woman, JUAREZ had been sending her messages on her phone and on social media saying he wanted to “sacrifice” her, but since she was not there at his home, he would sacrifice something else instead. JUAREZ then sent the woman pictures of his dismembered dog.

 

On the afternoon of Monday, February 12, 2024, JUAREZ was booked into the Callaway County Jail. The following day, prosecutors filed felony charges against him, including:

 

Animal Abuse

Two counts of First-Degree Sodomy

First-Degree Rape

First-Degree Kidnapping

Four counts of Third-Degree Domestic Assault

First-Degree Stalking

First-Degree Property Damage

Tampering with a Victim (as he called the woman in an attempt to persuade her to not cooperate with police).

 

I have emailed the Holts Summit Police Department and requested additional information about the Voiceless Victim. If I get a response, I will post an update. Meanwhile, I took the liberty of naming the furvictim Ocean for the tribute image. Should his/her given name be made public, I will rectify it accordingly.

On January 15, 2024, three officers with the Haledon Police Department responded to a home on Southside Avenue to investigate a report about a dog who had been left outside for an extended period of time in below freezing temperatures.

 

The officers, whom I want to describe as angels on earth, found a gray female Pitbull “collapsed on the ground, severely emaciated and exhibiting signs of frostbite and hypothermia.”

They took immediate action and rushed the Voiceless Victim to an animal hospital “with lights and sirens on.”

 

The nonprofit Jersey Pits Rescue is caring for the dog whom they named Elsa.

 

In a first Facebook post, the nonprofit shared that Elsa had been admitted to an emergency hospital and said: “Elsa is gasping for air and struggling to breathe. We are going to give this little girl everything we’ve got.”

 

A few hours later, Jersey Pits Rescue published an update on Elsa’s condition and part of it read: “Elsa is as critical as it gets. Upon admission she is suffering from hypothermia, her temperature too low to register. Her blood pressure and her protein levels are also dangerously low. All of her labs are coming back consistent with gross neglect, starvation, abuse, and utter disregard for a living being. Right now her team of compassionate doctors are working tirelessly to get this little girl stable. She is currently on IV fluids, oxygen, heat, and anti nausea medication to prevent vomiting. When the time is appropriate, they will be taking x-rays to rule out any possible foreign bodies or blockages, which would need to be surgically removed. Bloodwork will be repeated constantly and vitals will be monitored continuously. Since being admitted, Elsa has started to make a few very small movements as her frozen body is warming. This is going to be a long, exhausting night and everything is incredibly touch and go. The main focus for tonight is just to get her stable. We are hopeful that our brave Elsa will make it through tonight and live to see much better days ahead.”

 

Corporal April Latona, the Haledon Police Department's Humane (Animal Cruelty) Law Enforcement Officer, assumed the investigation of this case assisted by the Passaic County Prosecutor's Office. The probe identified 31-years-old JOHANNA MARIE LAROSA and 30-years-old DEVON JOHNSON as Elsa’s guardians. Both filths have been charged with 3rd degree animal cruelty but have not been arrested.

 

In a subsequent pupdate on Elsa, Jersey Pits Rescue advised: “We are so happy to share that our strong girl made it through the night and things are moving in the right direction. Her kidney values and elevated so she is being closely monitored to ensure no kidney damage. Her protein levels are still very low which aligns with malnutrition and starvation. Elsa passed a black colored stool today, so she is also being monitored for any internal bleeding. Elsa is eating on her own and is on a strict eating schedule so that she does not run the risk of refeed syndrome. She does have frostbite on her paws from being left in the cold for who knows how long. Her vitals are stabilizing and she has been showing some more movement as time is going on! Her spirit and her heart are definitely broken. She has every right to feel the way she feels. With time, we will make sure her heart makes a full recovery as well.”

 

Haledon Police Chief Angelo Daniele expressed gratitude to Jersey Pits Rescue for their support and praised the swift and decisive action of the officers, acknowledging that their intervention saved Elsa’s precious life. The Haledon Police Department strongly encourages all community members to report any instances of animal cruelty or negligence, emphasizing a clear stance of zero tolerance towards such behavior.
