THOMAS RANDALL CULP arrested for abandoning thirty cats trapped in a flea-infested home for nearly a year without food, electricity, or running water

The Clarke County Sheriff’s Office arrested 63-year-old THOMAS RANDALL CULP (pictured), of Pamela Drive, Athens, following an investigation conducted by Athens-Clarke County Animal Services.
According to the affidavit, the investigation uncovered thirty neglected cats left abandoned in a house on Timothy Road in Athens. Authorities said CULP owned the property but was living elsewhere.
The house was flea-infested, did not have electricity or running water and there was no food for the poor cats. The affidavit further stated that the cats were trapped inside the residence as there was no way of exiting it.
The affidavit further described the residence as “littered with feces”, and with “multiple puddles of urine with an extremely strong ammonia smell”.
Sadly, two cats were found deceased and as per the affidavit, “One of them appeared to have been eaten by the other cats, as there were body parts strewn around.”
According to the warrant, between August 21, 2025, and May 27, 2026, CULP “knowingly and intentionally did allow 30 cats to live in a house that has not been lived in by a human in more than one year”.
The surviving cats were removed from the property by Athens-Clarke County Animal Services.
CULP was arrested on May 27, 2026, and charged with thirty misdemeanor counts of cruelty to animals. He was booked into the Clarke County Jail and released after posting bond.
