CHRISTOPHER ARTHUR WHITLEY arrested after surveillance video captures him abusing his dog

On the evening of Saturday, July 25, 2026, officer Hoffman with the DeLand Police Department was dispatched to a residence on S Hill Avenue in reference to a civil complaint.
Upon arrival, officer Hoffman spoke with a resident whom I will refer to as Ms. P.
Ms. P. explained that she has been having an ongoing issue with her neighbor, 45-year-old CHRISTOPHER ARTHUR WHITLEY (pictured).
As officer Hoffman was investigating the potential violation of a protection order, Ms. P. also stated that WHITLEY was abusing a dog.
As Ms. P. was looking through camera footage for the violation of the protection order, she found a video of WHITLEY on his golf cart in front of his residence. The video showed WHITLEY’s dog sitting on the golf cart outside WHITLEY’s home when at some point WHITLEY gets off the cart, grabs the dog by the collar, swings him/her in the air and throws him/her to the ground. The video went on to show that WHITLEY walks over to the dog, grabs him/her by the collar again and carries him/her into the home. According to the affidavit, that incident occurred earlier that day.
The press release by the DeLand Police Department stated that the dog “showed no visible injuries, and was taken to the DeLand Police Department’s kennels after no one on scene could take custody of the dog.”
WHITLEY was arrested and booked into the Volusia County Jail on no bond. Court records show that WHITLEY had his first appearance in Volusia County Circuit Court on July 26, 2026, and is scheduled to return for his arraignment on July 29, 2026, at 1:30 p.m.
