REBECCA ANNETTE CUMMINGS and COTY LIN NIPPER arrested for leaving behind fourteen cats after being evicted – All of the cats died from starvation

Following an appeal to the community for information on the whereabouts of 37-year-old REBECCA ANNETTE CUMMINGS and 40-year-old COTY LIN NIPPER (both pictured), the Texarkana, Texas Police Department has announced that both individuals are now in custody.


The Department said in a press release that Animal Control Officers were called to a home on Magnolia Street to check on the welfare of some animals. Officers learned that CUMMINGS and NIPPER had been evicted and left behind fourteen cats.


Police said the furvictims had been left locked inside the home with no food or water for nearly a month. Sadly all of the cats were found lifeless.


Thanks to the tips submitted by members of the community, police arrested NIPPER on February 23, 2026. Jail records maintained by the Bowie County Sheriff's Office show that NIPPER was charged with felony animal cruelty, no driver’s license, and failing to maintain financial responsibility. Bond was set at $200,000.


CUMMINGS was taken into custody the following day and was charged with felony animal cruelty. Bond was set at $200,000.
