JESSICA LEE PHILLIPS arrested following animal welfare check – One dog found dead as 15 dogs and a cat were found without food or clean water

The Baldwin County Sheriff’s Office announced the arrest of 49-year-old JESSICA LEE PHILLIPS (pictured), of Bay Minette.

According to the Sheriff’s Office, on August 31, 2026, Rural Enforcement deputies responded to a report concerning the welfare of animals at a property on Tolbert Road in the Bay Minette area.

Deputies sadly found a deceased dog inside a chain-link kennel.

As the investigation progressed, deputies also found 15 additional dogs on the property, with the majority confined in two other kennels. The Sheriff’s Office said several of the dogs housed in the kennels were found to be severely malnourished.

Additionally, deputies reported that the animals did not have food or access to clean drinking water at the time of the investigation.

The 15 dogs and a cat who was also found on the property were taken into custody by Baldwin County Animal Control and provided with appropriate care, including veterinary evaluation and treatment.

The Sheriff’s Office said in a press release that, based on the conditions observed during the investigation, deputies determined there was probable cause to charge PHILLIPS with aggravated animal cruelty.

The investigation remains ongoing, and additional charges may be filed as warranted.

The nonprofit Rosalie and Friends shared pictures of the dogs and puppies they are caring for after Animal Control reached out to the organization for assistance.

Rosalie and Friends is seeking donations to help care for the animals. In one of its Facebook posts, the organization said: “Any donation is appreciated, but never expected. Every dollar will go toward helping these six begin the lives they always deserved.”
