FRANK LOUIS MITCHELL arrested on charges of sexual contact with an animal

In this article and in the affidavit, there are references to “sexual contact with an animal.”

For the record, I totally disagree with the phrase as I firmly believe that it should be called what it is, RAPE!

The St. Cloud Police Department announced the arrest of 41-year-old FRANK LOUIS MITCHELL (pictured).

The department said in a press release that it all started with a CyberTip regarding the upload of illegal material on a social media platform, and on September 12, 2025, an investigation was launched.

Detectives identified MITCHELL via digital review and carried out several search warrants.

During the investigation, police found numerous videos and images depicting sexual acts that MITCHELL was performing with animals, “including his own dogs”, stated the release. Additionally, officers uncovered evidence of unlawful online communication and possession of obscene content.

The arrest warrant that Voice For Us obtained through a public search contains the descriptions of the sickening videos discovered during the investigation.

According to the affidavit, in one video, MITCHELL can be seen “putting peanut butter

on his penis then allows the dog to lick the peanut butter off his penis.”

In another video MITCHELL can be seen “stimulating his dogs[‘] penis with his hand”.

Another video shows “a teen child naked form the waist down who is letting a dog penetrate her from behind.”

On October 31, 2025, detectives from the St. Cloud Police Department's Criminal Investigations Division, working in collaboration with the Osceola County Sheriff’s Office Internet Crimes Against Children (ICAC) Task Force, arrested MITCHELL at his Jersey Avenue home.

Two dogs were removed from the home and are now in the care of Osceola County Animal Services.

MITCHELL was charged with one count of animal cruelty/sexual contact with an animal, nine counts of animal cruelty/possession of images/videos depicting sexual acts with an animal, and one count of unlawful use of a two-way communication device.

At the time of writing, records show that MITCHELL is being held into the Osceola County Jail on a $17,000 bond.

St. Cloud Police Chief Douglas Goerke said in a written statement: “These charges are truly disturbing. Our department is committed to protecting all members of our community, including vulnerable populations and animals, and holding offenders accountable to the fullest extent of the law.”

This is an active investigation, with additional charges pending.
