ASHLEY N. ROACH and ISIAH LAMAR HOPSON facing charges for cruel treatment of puppies

The Peoria Police Department arrested 37-year-old ASHLEY N. ROACH and 34-year-old ISIAH LAMAR HOPSON (both pictured).
On February 16, 2026, officers responded to the intersection of Western and Martin after being alerted to two dogs running in the road. On arrival, officers found two Pitbull mix puppies in the middle of the road blocking traffic.
According to police, the puppies, who were not wearing a collar, were so thin that their ribcages were showing. Moreover, the poor souls were covered in dirt and were emanating a strong odor of feces.
Officers learned from a witness on the scene that a female, who was later identified as ROACH, said she let the puppies loose intentionally. According to the witness, ROACH said she no longer wanted the puppies.
When officers went to ROACH’s residence, they saw her throw what she later admitted to being a puppy. According to police, ROACH said that she and HOPSON had an argument at the end of which HOPSON was kicked out of the home. ROACH claimed that she asked HOPSON to take the two puppies but he refused so she “threw them over the fence.”
ROACH was placed under arrest. HOPSON was not at the home at the time but turned himself in two days later.
Police determined that neither ROACH nor HOPSON attempted to recover the puppies.
Staff at the shelter where the puppies were placed said the furvictims had worms, were malnourished, and lacked proper care.
The pair were charged with three counts of cruel treatment of animals and violations of humane care and owner duties. At the time of writing, records show they were released after posting bond.
