CARLOS FLORES arrested on accusations of abandoning seven puppies in a box in a desert area in El Paso County

The El Paso County Sheriff’s Office arrested 54-year-old CARLOS FLORES (pictured).
El Paso County Sheriff Oscar Ugarte said that on March 26, 2026, the El Paso County Animal Welfare Department responded to the 600 block of NE G Avenue in Fabens, after receiving a report of abandoned puppies found inside a box in a desert area.
Responding officers found seven small puppies, approximately three weeks old. The furvictims were taken to City of El Paso Animal Services for care and placement.
According to Sheriff Ugarte’s press release, investigators said Flores was identified as the person responsible for abandoning the puppies on April 13, 2026, “…with assistance from the community.”
On April 24, 2026, detectives obtained an arrest warrant for FLORES on cruelty to non-livestock animals charges. He was arrested on the same day and was booked into the El Paso County Detention Facility. Judge Ruben Nunez set bond at $10,000.
Sheriff Ugarte said in a written statement: “Animal cruelty is something we take very seriously. Those who harm or neglect animals will be held accountable, and we will continue working with our community to ensure the safety and well-being of all.”
