ANITA MARTIN arrested for abandoning a dog with a slashed throat near a cemetery in Yonkers

On January 16, 2026, SPCA Westchester reached out to the community for assistance in identifying a female who had abandoned a dog, and advised that a $1,000 reward was being offered by NYS Humane Association for information leading to the arrest and conviction of the female.
In a Facebook post, SPCA Westchester said that on November 21, 2025, a one-year-old tan mixed breed dog “was captured on camera before he was dumped at 44 Saw Mill River Road in Yonkers near Oakland Cemetery.”
The furvictim, now named Frankie, was found “with a deeply infected and painful laceration to his neck and throat, largely exposing his underlying tissue,” said SPCA Westchester. Moreover, he appeared to be neglected as he was extremely underweight.
Frankie was rushed to a local veterinary hospital. According to SPCA Westchester, Frankie’s injuries “required a two-hour-long emergency surgery.”
A joint investigation conducted by the SPCA Westchester’s Humane Law Enforcement Unit (HLE), under the direction of Ernest Lungaro, and the Yonkers Police Department Detective Division, identified the female as 60-year-old ANITA MARTIN, of Yonkers.
SPCA Westchester reports that MARTIN was arrested and charged with felony aggravated animal cruelty and abandonment. She is scheduled to appear in Yonkers Criminal Court on February 9, 2026.
Shannon Laukhuf, SPCA Westchester’s Chief Executive Officer, said: “Without proper veterinary care, this sweet dog would have likely succumbed to his injuries.” She added: “We are very grateful that Frankie’s case was shared by the media so that the person responsible for this blatant act of cruelty could be quickly located and arrested. Fortunately, Frankie is healing well and will be placed up for adoption shortly at the SPCA’s Rescue Center in Briarcliff Manor.”
