24-years-old JESSIE TORIBIO RAZO (pictured) has been indicted on a third-degree felony count of animal cruelty and is due back in Fort Bend County District Court on July 10, 2023.


The case dates back to March 2023, when his neighbors reported to the authorities that RAZO was abusing his two dogs at his home on Second Street in Rosenberg.


An investigation into the reports led Animal Control to remove the two dogs who were then taken to a local veterinarian. The Voiceless Victims sustained serious injuries believed to be the result of the abuse inflicted upon them.


The following month, on April 10, 2023, residents reported RAZO to the authorities again after he had gotten another dog whom he was also abusing.


On the same day, with the assistance of the Fort Bend County District Attorney’s Office, Rosenberg Police Department and Animal Control obtained an arrest warrant for RAZO for Cruelty to Non-livestock Animals.


Rosenberg police arrested RAZO on April 10, 2023. He was released from the Fort Bend County Jail on April 15, 2023, after posting a $25,000 bond set by Judge J. Christian Becerra.


The indictment states: “The duly organized Grand Jury of Fort Bend County, Texas, presents in the District Court of Fort Bend County, Texas, that in Fort Bend County, Texas, JESSIE TORIBIO RAZO, hereafter styled the Defendant, heretofore on or about March 22, 2023, did then and there intentionally, knowingly, and recklessly torture or in a cruel manner cause serious bodily injury to an animal, name Lya dog by pulling or yanking the dog by the leg or not providing necessary veterinary care, and the defendant's conduct was not a generally accepted and otherwise lawful form of conduct occurring solely for the purpose of or in support of fishing, hunting, or trapping; or wildlife management, wildlife or depredation control, or shooting preserve practices as regulated by state and federal law; or animal husbandry or agriculture practice involving livestock animals.”


I have emailed the Fort Bend County District Attorney’s Office and requested information about all the dogs involved in the case. A spokesperson for the Fort Bend County Justice Center told me in an email that they cannot disclose that information and provided me with a copy of the indictment. I was told that Lya is in the custody of City of Rosenberg animal control. I will try to contact them and see what I come up with.

Fort Bend County Justice Center tells me they “take these cases seriously and have trained prosecutors to handle these cases.”

BELTON was scheduled to appear at Harris County District Court on the morning of Tuesday, June 20, 2023, but that hearing has been moved because BELTON cannot find a lawyer to defend the monstrosity he perpetrated on innocent and defenseless puppies.


ABC13 reports that the court wouldn't tell the news agency the names of the lawyers.

ABC13 then reached out to defense lawyer Matthew Sharpe and asked him why lawyers passed on representing BELTON.

Sharpe explained: “You have a duty to your client to provide him or her with effective, zealous representation, so if there is something about the case that is going to interfere with your ability to do that, you shouldn't take the case.”


Eyewitness News asked Sharpe, what happens if lawyers keep refusing to take on the case?

To that, Sharpe responded: “There are a great many court-appointed lawyers in Houston and Harris County. Many of them do very good work, and they will eventually find someone to take the case, I assure you.”


After BELTON’s arrest on Saturday, June 17, 2023, additional details are now surfacing regarding this horrific case.


ABC13 reports that according to court documents, on Saturday morning BELTON drove one hour to get to Sunset 24/7 Animal Hospital with six puppies who “had been seriously abused.” Four of the six puppies, “had legs or paws that were cut off”, reports ABC13. Investigators said, “the puppies were crying in pain.” Sadly, one of the puppies was hurt severely and had to be euthanized.


The Houston Police Department arrested BELTON at the hospital.


When BELTON was questioned, he gave different versions of the facts. According to one of the stories he was selling, he came back home to find the puppies that way after he had put them in a cage!

No wonder he cannot find a lawyer!


As reported by ABC13, “Neighbors reportedly told officers they heard dogs barking and crying at about 3 a.m. Saturday morning. Records state one neighbor evenpeeked to see what the commotion was’ and saw Belton walking outside ‘yelling and swearing’.”


Authorities did not disclose the deceased furbabies’ names, so I took the liberty of naming them Magnolia and Daffodil for the tribute image. Should their given names be made public, I will rectify them accordingly.

The Houston Police Department arrested 44-years-old JUSTIN REILLY BELTON (pictured) on four felony counts of cruelty to non-livestock animals.


Court documents obtained by various news outlets accuse BELTON of cutting the paws or legs off six living puppies with an unknown object.


Multiple agencies responded to BELTON’s home in the 600 block of Post Oak Drive in Baytown and served a search warrant.

Officials found a deceased female dog, believed to be the puppies’ mom.

One puppy was found with two of his/her legs cut off.


The Baytown Police Department said in a media report that officers assisted HPD, Houston Animal Control, and Baytown Animal Control with the removal of fourteen dogs from the residence. The dogs were being kept in “unsanitary and confined conditions”.


ABC13 reports that they went to BELTON’s home but a gate prevented access to the front door. The news agency said there was a sign next to the search warrant deeming the property “unlivable.” ABC13 also reported that on the property, was an RV “and evidence dogs were once there”.


BELTON remains in Harris County Jail on a $48,000 bond. He is expected to appear at Harris County District Court on the morning of Tuesday, June 20, 2023.

On Thursday, April 27, 2023, 24-years-old ARIN ALEXANDER BRIGHT (pictured), “was convicted and sentenced by a jury to five years in prison for cruelty to an animal”, announced the Tarrant County Criminal District Attorney’s Office the following day.


In July 2022, BRIGHT slammed a defenseless puppy on the ground and hung her by her neck with a leash.

The furbaby, named Mara, thankfully survived the torture inflicted upon her and according to the Keller Police Department, Mara is now a therapy dog for children with special needs. Mara helps them improve socialization and confidence.


According to an affidavit obtained by Voice For Us, at about midnight on July 10, 2022, the Keller Police Department received a report about a male throwing things at a medium-sized dog.


Keller PD Sgt. Carothers responded to the scene and met with Keller PD Sgt. Clark who was off duty.


Sgt. Clark told Sgt. Carothers that he was in the parking lot of the apartments on 501 Bourland Road when he heard shouting and a dog yelping coming from the Keller Library.

Sgt. Clark stated from a distance he could see a shirtless male, (later identified as BRIGHT), “picking up a medium sized object and slam it down” on car and simultaneously, he heard what he believed to be a dog screaming.

Sgt. Clark began walking that direction to investigate and as he got closer, he saw BRIGHT “pick up a dog over his head and slam it to the ground” causing the furbaby to scream as she hit the ground.

Sgt. Clark also saw BRIGHT lift Mara off the ground using only the leash around her neck. BRIGHT then proceeded to take Mara into the adjacent playground area where he “strung the leash over the monkey bars and the dog was hanging by only the leash.”

Sgt. Clark then confronted BRIGHT at which point he let the furbaby down and walked to his car.

According to the affidavit, when Sgt. Carothers arrived, he found “a brown and white 'smaller' medium sized dog laying under a set of monkey bars.”

Mara was panting and there was blood on top of her right front paw. Both her back paws were bloody and the nails had been ripped out.


Sgt. Carothers reported that the leash around Mara's neck was tied so tightly that he could not even get his finger in between the leash and Mara's neck.


Animal Control Officer Riddle also responded to the scene and took Mara to the Grapevine Animal Emergency Hospital. A physical evaluation on Mara determined that the Voiceless Victim appeared to have scaring from prior injuries.


BRIGHT was arrested and charged with cruelty to non-livestock animals, “because he intentionally, knowingly or recklessly tortured an animal causing unjustifiable pain or suffering.”
