Graves County Sheriff Jon Hayden said in a news release that deputies were alerted to numerous dogs who appeared to be neglected at a home on 6492 KY 1124 near Farmington.


On the early afternoon of Friday, October 21, 2022, Deputy Jackson responded to the property and found many dogs who appeared to be malnourished with no food or water.

According to the release, “Many of the dogs needed emergency medical treatment for their condition and some were chained up and appeared to have not been fed for some time.”


Sheriff Hayden said that the residence’s condition was not safe or healthy for the dogs.


The sheriff’s office identified 59-years-old CHARLES A. RODGERS and 44-years-old JENNIFER KRISTI VAUGHN (both pictured), as being the dogs’ guardians.

The pair told deputies that they had approximately thirty-eight (38) dogs and that none of them were up to date on vaccinations.


Animal control was called in and removed the dogs.


VAUGHN and RODGERS were arrested and charged with thirty-eight counts of cruelty to animals 2nd Degree.

~ Update: August 2, 2022


I have heard back from the Frankfort Police Department and I was told that the dog who was found in the dumpster was euthanized at a local Humane Society.


Other details could not be shared as the investigation is ongoing.


I have advised the Frankfort Police Department that I would email them again next month to see whether additional information about the case can be released.

On the evening of Sunday, July 31, the Frankfort Police Department was called to the Country Hills Apartments in the 800 block of Schenkle Lane about a man who had thrown a dog into a dumpster.


In the dumpster indicated by witnesses, responding officers located a live dog who was severely injured and covered in blood.

Officers determined that the dog came from an apartment belonging to 33-years-old BRIANN KAY BOLIN and her husband 32-years-old ETHAN EUGENE BOLIN (both pictured).


Witnesses told police it was the husband who had tossed the dog into the dumpster.

WLKY reports that after the husband threw the dog into the dumpster, he left the scene with his other dog.

According to WDRB, witnesses also said to police that the husband told them this was the “fourth dog” his wife had “done this to.”


When later in the evening officers located the BOLINS, according to WLKY, they also found the couple’s other dog tied up to a log in the woods.


Police said the inside of the apartment was “covered in blood” with pools of blood and blood spatter in the stairwell.

Reportedly, an animal control officer told police that the dog’s injuries did not appear to have been caused by a dog fight.


Both husband and wife were arrested on July 31, and each charged with one count of torture of a dog or cat with serious physical injury or death.

Online arrest records show they are currently being held in the Franklin County Detention Center. The husband on a $20,000 bond and the wife on a $10,000 bond.


I have emailed the Frankfort Police Department and inquired about all the dogs involved in this case.

On the early afternoon of Thursday, June 30, 2022, the Edmonson County Sheriff’s Office was contacted by Grayson County Sheriff Norman Chaffins and Grayson County Animal Control Officer Todd Saltsman, about 60-years-old GREG K. RIGDON (pictured), “having numerous dogs on his property that were not being fed or watered.”


A deputy with the Edmonson County Sheriff’s Office was then dispatched to a property on the 400-block of Indian Creek Road and upon arrival, the deputy made contact with RIGDON who agreed to show his animals.


According to a release obtained by Voice For Us, the deputy discovered “multiple dogs, severely malnourished, with no food or water.”

As stated in the release, “Some of the dogs had rotting animals or bones of animals in their cages.” RIGDON told the deputy he did it for the dogs to eat on.

RIGDON had one empty bag of dog food and told the deputy that no other dog food was on the property.


RIGDON was arrested on scene and charged with five counts of cruelty to animals.


A short time later, the deputy was contacted by Edmonson County Animal Control and learned that more deceased dogs had been found on the property.

An Animal Control Officer had found a mummified dog inside of a doghouse who had the collar and chain still around his/her neck. There were no signs of food or water inside that doghouse.

As if the situation was not cruel and devastating enough, multiple dog collars were found along with the skeletal remains of the dogs.


Consequently, RIGDON was additionally charged with torture of a dog/cat with serial physical injury or death.

He was booked into the Hart County Jail and online arrest records show he is still in custody.

According to online court records, RIGDON’s arraignment is scheduled to take place on July 12, 2022, at 8:30 a.m.


The furbabies removed from RIGDON’s hellish custody are now being care for by the Bowling Green/Warren County Humane Society. The Edmonson County Sheriff’s Office said that this incident makes the third time RIGDON has been charged with cruelty to animals.

RIGDON was arrested the first time in Hart County and the second time on October 23, 2017, in Grayson County.


RIGDON is toxic and toxic people do not change, they only change their victims.

If the law does not change in Kentucky and lawmakers do not take animal cruelty seriously, we will continue to experience cases like this one and the senseless deaths of innocent animals is on you lawmakers!
