New York State Police announced the arrest of 57-years-old TAMARA L. TOPHOVEN and 43-years-old REBECCA TOPHOVEN, both of Edmeston in Otsego County.


In a press release police said that a trooper was dispatched to check on the safety and welfare of animals who were inside a trailer on Taylor Hill Road in the Town of Edmeston.

Police said that an investigation on scene revealed that five cats and three dogs had been abandoned and were living in squalid conditions. The poor souls had no access to water or proper care and there was minimal to no ventilation.


The trooper called in the Susquehanna SPCA in Cooperstown who assisted with the removal of the VOICELESS VICTIMS. Five cats and three dogs were examined by veterinarians.

The TOPHOVENS voluntarily surrendered the furbabies to the SPCA.


Police said the dogs have been adopted but the cats are still at the shelter and are waiting for their furever home. If you are the loving home these precious souls need and deserve, please give the SPCA a call at (607) - 547 - 8111. Thank you!


As for the arrestees, New York State Police at Richfield Springs took them into custody on Saturday, July 2, 2022, on four counts of overdriving, torturing and injuring animals and failure to provide proper sustenance. The charges are all Misdemeanor under Agriculture and Markets Law.

The pair were issued appearance tickets to the Edmeston Town Court and are scheduled to appear on July 18, 2022, to answer the charges.

Following an investigation, 64-years-old PATTY ANN BOOTH and 33-years-old CODY ANTHONY KARNES (both pictured), have been charged with cruelty to animals.


In a news release, Lee County Sheriff Brian Estes said that on or about June 7, 2022, deputies with the Lee County Sheriff’s Office Animal Control were asked to assist Broadway Police Department with an animal complaint at a residence on 101 Burgess Circle in Broadway.

During the course of the investigation, probable cause was established to obtain a search warrant which was then executed on June 30, 2022, by the Broadway PD, Cape Fear Rural FD, and Lee County Emergency Management, and Lee County Sheriff’s Office Animal Control deputies.


The search led to the discovery and removal of 28 cats.

Sheriff Estes said the “felines were seized and taken to the Lee County Animal Shelter for holding until the legal disposition of the animals can be determined by the courts.”

Warrants were also obtained for the arrest of BOOTH and KARNES who were taken into custody on July 1, 2022.

The pair were each charged with:

2 counts of cruelty to animals

2 counts of failure produce rabies vaccinations

1 count of improper disposal of dead domesticated animals

Both BOOTH and KARNES were given a $5,000 unsecured bond.

They are scheduled to appear in court on July 7, 2022.


The Lee County Sheriff's Office expressed gratitude toward all the agencies involved with this investigation, the Chatham County Sheriff’s Office for the use of their animal trailer and equipment which is being used to house the cats, and the community that had stepped in by making “significant donations for the care of these precious animals.”


I have emailed Sheriff Estes to inquire about the well being of the cats removed from the property and requested elucidation about the charge “improper disposal of dead domesticated animals.”

On Monday, June 27, deputies with the Chester County Sheriff's Office arrested 69-years-old CHRISTINE COLLINGE, 79-years-old EVELYN WOOD COLLINGE III, and 37-years-old CHANNING JAMES COLLINGE (all pictured), after more than 50 cats were removed from their home on Pall Mall Road in Chester. The home was operating as an organization called Cat’s Paw Rescue and was supposed to be helping the cats.


The trio operating the rescue were charged with Felony ill-treatment of animals.


The nonprofit Chester County, SC Animal Control said in a Facebook post that they assisted the sheriff’s office with the removal of the cats.


54 cats were found malnourished, dehydrated, and suffering from various diseases.

Sadly, one furbaby passed away on the way to the shelter.


Kelli Simoneau, the Director of Chester County Animal Control said they received an anonymous call saying these cats were living in deplorable conditions and a welfare check was conducted.

Kelli explained: “We arrived on scene and checked on the animals and had concerns at that time we went to the Chester County Sheriff’s Office and provided pictures of the living conditions of these animals. At that time deputies stepped in when we retrieved all the animals we brought them back to the shelter and are housing them there.”


Needless to say that the shelter needs help to cope with this new challenge.


Kelli told WBTV: “Our facility is not set up for this. We are makeshift doing the best we can.”

She explained that these cats have nowhere else to go and said: “Every shelter across the United States are full. Rescues are overloaded. Fosters are tired.”


The shelter is need of cash donations, cat food, and supplies.
