Original story:

Back in April 2019, anonymous complaints about an emaciated dog led Butler County Sheriff’s Office dog wardens to visit a property on 6165 Main Street in Reily Township.

Officers found a 2-year-old Doberman pinscher tethered to a post without food and water.

As you can see from the pictures, the male dog was covered in open wounds.

He was taken to the Humane Society to be examined and it turned out that the poor pup had an ulcer on his tongue making it difficult for him to eat and drink.

NEANOVER had named his dog Lucifer but members of staff at the shelter renamed him Lou.

NEANOVER was questioned by warden Kurt Merbs and confessed he never took Lou to a vet and that when he noticed the blisters on his body he tried to take care of them himself with a washcloth.

Five days after being in the care of the Animal Friends Humane Society, Lou passed away.

In May 2019, NEANOVER was given a $25,000 cash only bond.

On June 12, a Butler County GRAND JURY LOWERED NEANOVER’s fifth-degree felony charge of cruelty to a companion animal to a misdemeanor cruelty charge.
