THOMAS RONALD LICCIONE arrested for throwing five kittens out of his moving vehicle on I-65 in Homewood

The Homewood Police Department announced the arrest of 21-year-old THOMAS RONALD LICCIONE (pictured), of Birmingham.
According to the Department’s press release, on the afternoon of May 30, 2026, officers were dispatched to I-65 near Lakeshore Drive after multiple 911 calls reported a person throwing kittens from a moving vehicle in the area.
On arrival, officers located the suspect vehicle described by witnesses and detained the driver, identified as LICCIONE.
Officers then spoke to several witnesses who reported seeing the driver of the vehicle in question throw five kittens out of the window while he was driving on I-65.
Sadly, Homewood Police reported that all five of the kittens were killed as a result of being struck by other vehicles.
Following the investigation LICCIONE was arrested for aggravated cruelty to animals and transported to the Jefferson County Jail. Bond was set at $15,000 which, according to jail records, LICCIONE was able to post less than hour after his arrest.
Homewood Police Chief Tim Ross said: “The Homewood Police Department takes animal abuse and cruelty calls very seriously. We would like to sincerely thank the witnesses and motorists who contacted Homewood 911 and provided information to Homewood Police Officers on scene.”
