On May 9, 2023, New York State Police in Herkimer responded to a property on 3403 Military Road in the town of Norway to assist an Animal Cruelty Officer with an animal hoarding/abuse case.
In a news release, police said that a search of the property led to the discovery of “several goats, donkeys, and cows not being properly cared for and in grave condition.”
According to News Channel 2, five goats were sadly found deceased.
Police arrested 60-years-old LORRAINE A. ROSE who rents a camper on the property.
News Channel 2 reports that the owner of the property contacted New York State Police with concerns about the number of animals ROSE had at the property.
Investigators believe that ROSE “was attempting to care for the animals and became overwhelmed.”
As a result, ROSE voluntarily surrendered over eighty (80) goats to Pause 4 All Paws Rescue.
Police said ROSE was charged with five counts of overdriving, torturing and injuring animals for failure to provide proper sustenance under New York State Agriculture and Markets Law.
The investigation is ongoing.
