LETICIA PORTILLO arrested after a neglected dog was found with an untreated wound in an El Paso home

El Paso County Sheriff Oscar Ugarte announced the arrest of 50-year-old LETICIA PORTILLO (pictured).


El Paso County Animal Welfare received an anonymous complaint regarding possible animal cruelty involving a dog at a residence in the 200 block of Farnborough.


When officers responded to the residence, they made contact with PORTILLO, the dog’s guardian. PORTILLO gave consent for them to check the dog and during the check, officers observed that the furvictim had “a large, untreated open wound on her back and was being housed in a small dog crate. The injury showed clear signs of infection and prolonged neglect,” stated the news release by Sheriff Ugarte.


Officers issued a “Possible Animal Cruelty Violation Notice” and advised PORTILLO to seek immediate veterinary care for the dog. Follow-up actions were then conducted to assess compliance and ensure the dog’s welfare.


On January 8, 2026, detectives with the El Paso County Sheriff’s Office obtained an arrest warrant for PORTILLO for cruelty to non-livestock animals. She was taken into custody and booked into the El Paso County Detention Facility.


At the time of writing, records show PORTILLO was released the same day after posting a $3,000 bond.


In a written statement Sheriff Ugarte said: “We take these cases seriously and will continue working to ensure animals are protected and those responsible for neglect or abuse are held accountable.”
