LETICIA ANN MOORE and UMBERTO LOCASTO arrested on accusations of leaving their dog in the car while they were at a concert

The Clearwater Police Department arrested 57-year-old LETICIA ANN MOORE of Odessa, and 58-year-old UMBERTO LOCASTO of Tampa (both pictured).

According to the affidavit obtained by Voice For Us, on March 21, 2026, at approximately 5:00 p.m., officers responded to The BayCare Sound, a concert venue, near Drew Street and Osceola Avenue after receiving reports about a dog locked in a vehicle with the windows up.

On arrival officers located a 2011 Toyota RAV4. All the windows were up and witnesses advised them that the dog was in distress and barking.

The officers noticed that the furvictim, a “small mixed breed”, was covered in fecal matter and had matted fur. Inside the vehicle there was a bowl with less than an inch of water.

According to officers, at the time the outside heat index was approximately 72 degrees and when they entered the vehicle they reported that the interior felt 10 to 20 degrees warmer.

Police said that MOORE and LOCASTO finally came back at around 9:30 p.m. The pair told officers they had checked on the dog; however, the officers who responded to the scene confirmed they had not.

The furvictim was taken to a local animal hospital for treatment.

MOORE and LOCASTO were placed under arrest, transported to the Pinellas County Jail, and booked on one misdemeanor count of cruelty to animals. They were released a few hours later after posting a $500 bail.
