Following a multi-agency investigation that originated in St. Johns County on May 4, 2026, the Flagler County Sheriff's Office has now arrested 48-year-old CAROLYN MOORE LOVEMAN (pictured) of Palm Coast, on animal cruelty charges and neglect.
On May 4, 2026, approximately twenty-three small dogs were found abandoned near the intersection of US-1 and County Road 204 in St. Augustine, St. Johns County.
The St. Johns County Sheriff’s Office launched an investigation, and detectives were assisted by the Flagler County Sheriff's Office Agricultural/Ranch Unit.
As the investigation progressed, detectives learned that there were more dogs at a residence on Rymshaw Drive in Palm Coast belonging to LOVEMAN.
The Flagler County Sheriff's Office worked with Palm Coast Animal Control and SJSO detectives for a voluntary surrender of the dogs and on May 18, 2026, officials went to LOVEMAN’s residence.
LOVEMAN surrendered forty-eight small dogs, primarily Chihuahua, Beagle, and Yorkie mixes, including sixteen puppies from a recent litter.
According to the Flagler County Sheriff's Office, “Many of the dogs showed visible signs of neglect, including patches of missing fur consistent with mange, fleas, severely overgrown nails, and feces and urine matted in their paws.”
Palm Coast Animal Control took all of the furvictims to a local veterinary hospital in Palm Coast for evaluation and treatment.
After LOVEMAN surrendered the dogs, she gave deputies her consent to search her home.
Officials at the scene reported “...floors covered in urine and feces, holes in walls and baseboards where dogs had chewed through to the insulation, a heavy roach infestation, and an overwhelming odor of feces and urine,” said the Flagler County Sheriff's Office.
As officials searched further, they found a shed with three additional dogs inside. Among them was a tiny, one-year-old Chihuahua weighing approximately 1.5 pounds. The sheriff’s office said the Chihuahua was emaciated, was missing a large amount of fur, and had a serious untreated medical condition requiring surgery among other issues.
Reportedly, LOVEMAN admitted she had been aware of the dog’s condition for approximately one month but did nothing to help.
LOVEMAN then surrendered the three remaining dogs who were found in the shed and withdrew her consent to search the home.
At that point deputies applied for and obtained a search warrant which was executed the same day.
The Flagler County Sheriff's Office said that investigators documented additional evidence of prolonged neglect, including bags of soiled bedding and feces, chewed furniture and walls, and rotting food contaminated by insects.
The fifty-one dogs removed from the Rymshaw Drive residence led to a combined total of seventy-four dogs recovered across Flagler County and St. Johns County.
The veterinarian who examined the dogs reported that most were underweight and many showed signs of flea infestation, parasites, and prolonged neglect. The veterinarian noted that all signs of neglect could have been easily prevented with proper routine care.
Flagler County Sheriff Rick Staly said in statement: “The conditions in this home were absolutely disgusting, and sadly 51 dogs paid the price for it. No animal should be left to live covered in filth and riddled with disease while their owner does nothing. Thanks to our Agricultural/Ranch Unit, FCSO detectives, Palm Coast Animal Control, and assistance with the St. Johns County Sheriff's Office, these dogs are finally getting the care they should have had all along. If you cannot care for your animals, you should immediately seek assistance. No animal or pet should be treated like this.”
LOVEMAN was arrested on May 21, 2026, and charged with one felony count of aggravated animal cruelty and thirty-one misdemeanor counts of cruelty to animals. She was transported to the Sheriff Perry Hall Inmate Detention Facility and bond was set at $41,000.
At the time of writing, records show LOVEMAN is still in custody.
According to court records, LOVEMAN’s arraignment is set to take place on June 16, 2026, at 8:30 a.m. before Judge Dawn Nichols
