CHARLES LEE LIPSCOMB III facing charges after videos show him physically abusing a defenseless small dog

On August 1, 2025, deputies with the El Paso County Sheriff’s Office were alerted to a distressing video showing a male physically abusing a small dog.


El Paso County Sheriff Oscar Ugarte said the footage was believed to have been recorded about a year earlier.


The case was assigned to detectives from the East Montana Patrol Station who acted swiftly to collect evidence.


Investigators identified the male in the video as 47-year-old CHARLES LEE LIPSCOMB III (pictured) and obtained two warrants for cruelty to non-livestock animals.


LIPSCOMB was already jailed on unrelated charges, and was re-booked into the El Paso County Detention Facility with bond set at $15,000.


The El Paso County Sheriff's Office published the video in question advising viewers of its upsetting nature.

In the first part, LIPSCOMB can be seen violently kicking a small dog. The video goes on to show LIPSCOMB in a room of a residence where other people, dogs, and cats are present.

LIPSCOMB suddenly gets off the couch and starts chasing a small dog who attempts to escape from him by hiding under a table. LIPSCOMB moves a chair out of the way that has a cat sitting on it, and bends over under the table. At that point he grabs the helpless dog by the left front leg and slams the furvictim against the wall causing two of the paintings on the wall to fall.


While all of this is going on, a woman can be seen sitting on the couch holding a phone and not intervening to rescue the dog!


Another woman then enters the room while LIPSCOMB can be seen pointing at the dog and saying something.


The video is cut off after another dog can be seen coming down the stairs followed by another person a few seconds later.


According to the sheriff’s office, the dog “....is in good health and currently residing with the rightful owner.”


Sheriff Ugarte said in a written statement: “We take animal cruelty seriously. There is no excuse for abusing a defenseless animal, and we will continue to hold offenders accountable.”


The investigation remains ongoing, and additional charges may be forthcoming as detectives continue to gather evidence.
