AMEENA D. OUTLAW charged with animal cruelty after her dog was found chained outside her home in subfreezing cold

The Bertie County Sheriff's Office has charged 40-year-old AMEENA D. OUTLAW (pictured), with one count of cruelty to animals.


According to the sheriff's office, on January 31, 2026, deputies were dispatched to a residence on Jerry Lane in Windsor after PETA fieldworkers found a dog chained outside the residence in subfreezing cold.


Responding deputies reported that the dog’s collar was, “...so tight that it had embedded in the dog's neck.” According to the office’s press release, “... the dog's injuries were significant enough that the dog was seized and taken for emergency surgery.”


Deputies authorized PETA fieldworkers to take the furvictim, named Cinnamon, to the veterinarian for immediate medical care.


OUTLAW signed a surrender form to turn Cinnamon over to PETA.


On February 5, 2026, OUTLAW was charged with one misdemeanor count of animal cruelty. She is scheduled to appear in Bertie County District Court on March 3, 2026.
