24-years-old CHASE DOUGLAS LEROY (pictured) was found guilty of abusing or injuring three dogs on three separate occasions but will avoid prison time.


On May 11, 2023, LEROY was charged with one felony count of animal mistreatment and two misdemeanor counts of intentionally mistreating animals.


The felony count refers to a case in which LEROY threw a Poodle puppy named Annie so hard that she was unable to walk. The veterinarian who examined Annie diagnosed her with a broken femoral head, which required surgery to remove the broken portion of the bone, and x-rays showed an additional, older fracture to Annie’s tibia. Furthermore, LEROY’s ex-girlfriend told police that LEROY put Annie’s face in the toilet, then flushed while holding the furbaby’s head inside as punishment.


Wausau Daily Herald reports that according to a criminal complaint, when LEROY threw Annie, the ex-girlfriend was in her bedroom with a child and LEROY was in the kitchen. The woman heard Annie scream and said that LEROY put Annie in the kennel after throwing her. The woman said she got Annie out of the kennel and put her in her bed to see if she would move but Annie could not. The woman told police LEROY admitted to throwing Annie and that she had landed on all four of her legs. The woman failed to take Annie to the vet right away and waited four days. Not only that, but according to the complaint, she and LEROY agreed to lie about how Annie got injured to protect LEROY. Annie was kept for four days in pain in addition to not being able to walk, move, eat, or drink.


In a separate incident, an Aussiedoodle named MooMoo was also abused, tortured, and injured. LEROY’s ex-girlfriend told authorities that after MooMoo peed on the bed sheets, she saw MooMoo’s nose dripping blood and sneezing blood from her nose with a bloodshot eye. The woman also said that because MooMoo would pee inside the home, LEROY kept her on a short leash in the basement and gave her only one cup of water once or twice a day. Furthermore, the woman said that at one point she saw MooMoo tied to a pole on a one-foot lead surrounded by a day’s worth of feces and urine on the floor.


Annie and MooMoo were removed from the evil home and charges were filed against LEROY. At that point, LEROY became upset with the woman and began calling her derogatory names, told her to kill herself, and hit her.


In February of this year, Wausau’s humane officers responded to a home on South Sixth Avenue after receiving a report of a dog left outside in extreme cold conditions. At the time of the reported incident, the weather was 4 degrees with a -11 wind chill. Officers said the dog had been left outside for more than two hours and was visibly shivering.


The woman told authorities that LEROY was upset that the courts had seized the dogs and got violent with her to the point that she feared for her life.


On October 20, 2023, LEROY was sentenced to a year in jail after, as part of a deal, he pled guilty to mistreatment of an animal, felony disorderly conduct as a repeat domestic abuse incident, misdemeanor battery, and having contact after a domestic abuse arrest. Several other charges were dismissed but read in.


Marathon County Circuit Judge Michael Moran withheld the sentence and ordered LEROY to spend four years on probation and sentenced him to a year in jail as a condition of the probation. Moran also ordered this filth to have no unapproved contact with his victims, and not to own animals and not to live with any animals. Additionally, the filth was ordered to undergo any counseling deemed necessary.

On Sunday, November 12, 2023, the White County Sheriff’s Office became aware of a dreadful case in which a deceased dog had been nailed to a sheet of plywood at the intersection of Fairview Road and Panther Creek Road.


In a media release, the sheriff’s office said that on the board there was a spray-painted message that read: “This What happens to Dogs Drop Off Here.”


After the White County Sheriff’s Criminal Investigation Division responded to the scene, a detective spoke with a suspect regarding the incident. The name of the suspect was not released.

As stated in the release, “Upon completion of a full investigation with all facts and evidence related to this case a criminal file will be forwarded to the White County Prosecutor’s Office for review of charges in accordance with the Arkansas Criminal Code.”


THV 11 reports that “While at the scene gathering video for this story, a man drove up to our crew and said he was the one who nailed the dog to the sign. The man said he felt terrible about it, but didn't know what else to do because the area is commonly used as a dumping ground.”


As for the Voiceless Victim, The Daily Citizens reports that he /she “is being held in the Searcy Animal Shelter’s freezer.”

Chuck Niementowski explained to the news outlet that when the furvictim was brought to the shelter, he/she was still nailed to the board and added that staff had trouble removing the spikes. Chuck went on to say that a member of staff said there was blood all over the place leading staff to believe that the incident occurred on the same day or the dog wouldn’t be bleeding like that. Chuck told The Daily Citizens that the dog looks like a Shepherd mix “but it’s hard to say because of the condition it’s in.” Chuck also said: “I sure hope it was already dead.”

53-years old STACEY ELIZABETH KELLNER (pictured), animal control officer and owner of Pibbles Paws Safe Haven - Dog Rescue, is facing animal cruelty charges.

Additionally, the Department of Agriculture revoked the “rescue’s” license meaning that KELLNER can no longer receive or transfer dogs.


69 NEWS reports that back in 2019, the news agency spoke with KELLNER regarding the issue of “stray” dogs, whom I prefer to refer to as homeless.

According to 69 NEWS, the Pennsylvania SPCA now says that KELLNER is the issue.


As reported by 69 NEWS, since 2019, a total of six Northampton County municipalities contracted KELLNER as their Animal Control Officer. KELLNER does not have the authority to make arrests, but can enforce certain laws and pick up “strays”.


In December 2020, Lower Nazareth Township advised through a press release that they were pleased to announce that Pibbles Paws Safe Haven would be serving as their Animal Control Officer. A recent Facebook post, however, advised that “effective immediately, the participating municipalities of the Nazareth Area Council of Governments have suspended the Animal Control Officer contract with Pibbles Paws Safe Haven. This includes Lower Nazareth Township.”


The post goes on to say: “The allegations put forth against this organization do not align with the humane treatment of animals that the Lower Nazareth Township Board of Supervisors or the Nazareth Area Council of Governments expect to see from an Animal Control Officer.”

Court records show that KELLNER is facing one misdemeanor charge of cruelty to animals and two felony counts of aggravated cruelty to animals causing severe bodily injury or death.


69 NEWS further reports that KELLNER’s facility failed multiple inspections and “October records show up to 38 dogs were found on site, some in very poor health with no vet records, kept in unsanitary, dangerous conditions, and without certified rabies vaccination records or bills of sale.”


If convicted, KELLNER could be barred from owning or caring for animals for only ten years.


According to 69 NEWS, KELLNER “still works with multiple municipalities.”
