Cameron County District Attorney Luis V. Saenz announced that on Friday, August 26, in Brownsville, 62-years-old STEVEN CLARK WOODINGTON (pictured), appeared before Judge David Gonzalez. After a one-week trial, WOODINGTON was found guilty by a jury on nineteen counts of cruelty to non-livestock animals-failure to provide adequate care.


In a news release, DA Saenz briefly recounted the facts that ultimately led to this guilty verdict.

It all started in September 2019, when residents in Los Fresnos filed complaints about barking dogs at 35848 Bingley Road.


Cameron County Health Department Animal Control Division responded and the Cameron County Sheriff’s Office assisted with the investigation.


In a warehouse called ‘All Accounted for Rescue’ owned by WOODINGTON and run by TREVINO, authorities found a cat and “over 300 dogs held in different-sized kennels; several dogs were crowded in the same kennel and were in very unhealthy conditions and need of medical attention. Some dogs were covered in feces and urine, and others had open wounds”, said DA Saenz.

He also said that sadly, “A total of 19 dogs did not survive this cruel situation.”


WOODINGTON claimed he was operating an animal rescue that housed dogs until they were placed for adoption.


At-the-time Cameron County Sheriff Omar Lucio said the conditions the animals were found in would make “anybody sick.”


WOODINGTON will be back in court on Thursday, September 29, 2022, for sentencing.

29-year-old MARK ANTHONY TREVINO and 59-year-old STEVEN CLARK WOODINGTON (both pictured), were arrested on Monday, September 9, 2019, and charged with cruelty to non-livestock animals, which is a Class A misdemeanor.


The arrests are the result of authorities discovering 270 dogs and a cat locked up in kennels in a warehouse located at 35848 Bingley Road in Los Fresnos.

Cameron County Health Department Animal Control Division responded to residents’ complaints of barking dogs.

The Cameron County Sheriff’s Office was also alerted and responded to the scene.


Kennel after kennel with three to four dogs in each were discovered in the warehouse called ‘All Accounted for Rescue’ owned by WOODINGTON and run by TREVINO.


Cameron County Sheriff Omar Lucio said during a press release that the conditions the helpless animals were found in would make “anybody sick”. Kennels covered with feces and urine and the poor furbabies had no water or food.


Removing all the animals from this hellish place and placing them in humane conditions required the assistance and collaboration of different organizations, including, including City of Brownsville Animal Control, City of Port Isabel Animal Control, City of Los Fresnos Animal Control, Los Fresnos Fire Department and Cameron County Pct. 4 office.


As a result of the dogs being picked up, the Cameron County Animal Shelter will be closed until further notice and Ms. Esmeralda Guajardo, Health Administrator, said: “The large number of animals which we are working with requires that we utilize the entire facility for them. Once the situation is stabilized, operations will resume to normal operating hours.”


TREVINO and WOODINGTON were each issued a $20,000 bond.

The investigation is ongoing.

On August 13, 2022, the McLennan County Sheriff’s Office responded to a property in the 100 block of Flying Heart Road, just outside of South Waco, after receiving a call requesting the property be checked.


Inside the residence, deputies discovered seventeen dogs who had been abandoned. There was no air conditioning for the furbabies and FOX 44 reports that deputies “noted the temperature was 101 degrees at the time.”


According to 6News, McLennan County Sheriff Parnell McNamara described the home as being in one of the worse conditions he has seen in quite a while. He said the dogs “were trapped in the house with cattle paddles and wire on the windows.


Animal control services were called in to assist with the removal of the furbabies.


Sheriff Parnell McNamara said the dogs showed clear signs of neglect, with one of the seventeen dogs found in the home suffering from Parvo.

According to KWTX, the dogs were taken to the Humane Society of Central Texas and are receiving treatment. The news agency also reports that Kandi Hillyer, Executive Director of the Humane Society, said: “Who knows how long they were locked up in that house. It was about 115 degrees they measured in that home they came from. A heart wrenching, absolutely filthy environment.”


Deputies learned from the owner of the property that 47-years-old JUAN VILLAREAL (pictured), had been renting the home since 2017.


As reported by KWTX, VILLAREAL turned himself in on the early morning of Thursday, August 18, 2022, after he found out that the FAST Unit was after him.


The affidavit accuses VILLAREAL of abandoning the dogs causing “unjustified or unwarranted pain or suffering.”

He was booked into the McLennan County Jail on five counts of cruelty to non-livestock animals, abandonment and bond was set at $10,000.

The Harrison County Sheriff’s Office confirmed me in an email that the agency is investigating the incident and said: “as of today it is still an open and active. The video that was uploaded to social media , was done by a citizen from their business cameras. We received a copy of that for our investigation.”

In July 2022, a 4-year-old Husky named Paco was shot and nearly killed in Old Town Spring.


ABC 13 reports that Paco and his sibling got out and went to Main Street. Cameras in the area caught the moment a male pulled out a gun, pointed it at Paco and started shooting. Paco can be seen collapsing after being shot.


Paco’s guardian, Ms. Edith Fuentes told ABC 13: “My dog almost died. My dog in the hospital cried, two days cried in the hospital.”


Sadly, Paco’s front left leg had to be amputated as doctors believed it was irreparably damaged.

Paco was a known jumper and he suddenly had to get used to his new devastating and unfair reality. Ms. Fuentes works multiple jobs and cannot afford a prosthetic leg for her furbaby.

Hopefully, a fundraiser can be set up to help Paco.


Ms. Fuentes told ABC 13 that she had had Paco since last year when he showed up at her house and never left. According to Ms. Fuentes, she tried to look for his guardian but no one came forward so Paco “became a big joy in their family”, reports ABC 13.


Ms. Fuentes and the community also hope the shooter will be found and held accountable.

She told ABC 13: “One lady (saw) how he shot my dogs, so I have proof. Please help me.”

Ms. Fuentes also said people don't feel comfortable coming forward as they fear retaliation.


The Harris County Sheriff's Office is investigating the shooting and ABC 13 reports that a spokesperson told the news agency that “the person could face animal cruelty charges.”


I have emailed the Harris County Sheriff’s Office and asked if the case is still being investigated.

What prompted me to do so is the fact that I could not find a press release on this case on the sheriff's office website and their Facebook page does not have a post appealing to the public for information.

I hope Ms. Fuentes and Paco won’t be left alone!
