MELISSA ANN FOSTER arrested and twelve dogs removed from her Shelby County home

The Memphis Police Department arrested 39-years-old MELISSA ANN FOSTER (pictured).


On the early afternoon of Saturday, October 7, 2023, officers were dispatched to a property in the 1400 block of Decatur Street after receiving an animal cruelty call. The reporting party advised that in the backyard of the residence, were two dogs who appeared to be very malnourished.


Responding officers found the two dogs in the backyard, whom they described as “skin and bones”, and ten more dogs inside the home. In total, officers found nine puppies, and three adult dogs.


Police said all the Voiceless Victims were in bad condition and Memphis Animal Services took custody of them.


FOSTER told officers that the dogs had not been seen by any veterinarian. She was placed under arrest and booked into the Shelby County Jail on twelve counts of aggravated animal cruelty. Records show that FOSTER is being held on a $12,000 bond and she is due in court on October 9, 2023.

ANGEL A. NABORS and BARRY RANDLE arrested after a 6-month-old puppy was found starving

- Tennessee, USA -


On Saturday, July 30, 2022, Memphis Police officers were dispatched to a home in the 700 block of Saint Paul Avenue and in the backyard of the property they found an extremely starved puppy in a black wire cage without food or water.


According to the affidavit, the 6-month-old furbaby was immediately taken to Memphis Animal Shelter where Veterinarian Dr. H. Coffee treated him/her for muscle wasting and skull atrophy. Dr. Coffee said the puppy had very little mass (no fat).


Three days later, Memphis Animal Services sent Memphis police documentation which identified 20-years-old ANGEL A. NABORS and 29-years-old BARRY RANDLE (both pictured), as the puppy’s guardians.


The pair were brought in for questioning on August 5, 2022, and when investigators asked them why they had not fed their puppy, NABORS said she did not have time to do so because she was working too much. RANDLE responded that he could not afford to feed the puppy.


Memphis Animal Services said the puppy was in poor serious condition and was unable to stand. The agency also said that if officers did not find him/her when they did, he/she would have died within four to five days.


Online records show that NABORS and RANDLE were booked into the Shelby County Jail on August 11, 2022, on aggravated animal cruelty charges.

They were both released after posting bond.


When I asked Memphis Police for additional information about the puppy, I was told that the name was not mentioned in the report and that “no additional information is available at this point” as this “an ongoing investigation.”


NABORS and RANDLE, if you found the time to get that puppy, it was your responsibility to find the time to feed him/her just like you two found the time to feed yourselves!

When you realized that you could not afford to feed him/her, why didn’t you reach out to a shelter for help? That would have been the humane thing to do but you two are heartless, and soulless and only capable of cruelty!
