The DeLand Police Department announced the arrest of 55-years-old KEVIN PROULX (pictured) on felony animal cruelty charges.


On June 16, 2023, police responded to PROULX’s home on 406 Pursley Drive for a well-being check after a report of dogs barking.

Upon arrival, responding officer Watts saw two dogs in the front yard of the residence. According to a criminal complaint, the dogs were barking and appeared to be scared. Officer Watts knocked on the door in an attempt to make contact with the homeowner but no one answered. She said a dog was inside the property and was barking. As officer Watts walked to the side of the home, she found a hound mix puppy lying under the opening of an air conditioning pipe that dripped water. Sadly, the 9-month-old puppy was deceased. Officer Watts reported that the puppy “was very skinny” and his/her mouth was under the opening of the pipe as if he/she was “attempting to catch the water and then passed away.”


Officer Watts then went into the backyard of a neighbor so that she could look into PROULX’s backyard and saw three more dogs. Two of them were in the yard and the other one was inside the property.

All five dogs were very skinny and there was no food or water in the backyard.


After several attempts to knock on the door, PROULX “stumbled out of the garage with feces on his feet”, stated the complaint. Officer Watts reported that PROULX “advised he was having a heart attack and wanted to go to the hospital.”


DeLand Animal Control and Volusia County Animal Control responded to the scene to help catch the dogs.

Animal Control Officers estimated that weeks or even months’ worth of feces was in the residence.


In the criminal complaint the dogs were identified as:

A brown and white female German Shorthair Pointer approximately 2-3 years old named Kiara.

A male gray Weimaraner approximately 3-4 years old named Ghost.

Three hound mix puppies, approximately 9 months old, two males and a female.

All five dogs were transported to the DeLand Police Department’s kennel while the deceased puppy was taken to the DeLand Animal Hospital.


Officer Watts did a walk-through the residence to make sure there were no other dogs and found trash all over the place, “empty bottles of liquor”, and feces and urine indicating that the dogs were not being let out to go potty. There was no food or water inside the home and the residence was “trashed from the dogs tearing everything apart from being stuck inside.”


Officer Watts then went to the hospital to talk to PROULX about his dogs and he “advised he would willingly surrender all of his dogs to the DeLand Police Department.”


If the scum had done this sooner, the pup who was found deceased could have been saved!!!!


At that point Officer Watts read PROULX his Miranda rights.


On June 20, 2023, DeLand Animal Control Officer Fiore took Kiara, Ghost, and the three puppies to the DeLand Animal Hospital for checkups.


Results showed that Ghost’s body condition score was 3 out of 9 with prominent ribs, spine, and hip bones, and moderate muscle loss. Ghost weighed only 59 pounds.


Kiara’s body condition score was “3/9 but borderline 2/9”. Kiara had calculus and enlarged nipples consistent with a prior pregnancy. Kiara weighed only 37pounds.


The three live puppies were all underweight. Their hip and spine bones were showing, as were their ribs. Vets also reported almost complete lack of body fat.


As for the deceased puppy, the criminal complaint stated that he/she “was presented dead on arrival. Necropsy was not an option due to elapsed time from death.”


The medical report determined that the dogs were in the condition they were in due to lack of proper nutrition and water. “The condition was chronic in nature. The dogs’ necessary care, both feeding and otherwise, was neglected.”


PROULX was arrested on Thursday, July 6, 2023, and booked into the Volusia County Correction Center on six counts of felony animal cruelty.

Online records show this filthy drunk was released the same day after posting bond.


His arraignment scheduled for July 7, 2023, was cancelled and PROULX is slated to be in court on July 27, 2023, at 1:30 p.m.


Police said Kiara, Ghost, and the three puppies were taken in by the Florida Pointer Rescue.


PROULX said the puppies did not have names, so I took the liberty of naming the deceased furbaby Tulip for the tribute image.

BELTON was scheduled to appear at Harris County District Court on the morning of Tuesday, June 20, 2023, but that hearing has been moved because BELTON cannot find a lawyer to defend the monstrosity he perpetrated on innocent and defenseless puppies.


ABC13 reports that the court wouldn't tell the news agency the names of the lawyers.

ABC13 then reached out to defense lawyer Matthew Sharpe and asked him why lawyers passed on representing BELTON.

Sharpe explained: “You have a duty to your client to provide him or her with effective, zealous representation, so if there is something about the case that is going to interfere with your ability to do that, you shouldn't take the case.”


Eyewitness News asked Sharpe, what happens if lawyers keep refusing to take on the case?

To that, Sharpe responded: “There are a great many court-appointed lawyers in Houston and Harris County. Many of them do very good work, and they will eventually find someone to take the case, I assure you.”


After BELTON’s arrest on Saturday, June 17, 2023, additional details are now surfacing regarding this horrific case.


ABC13 reports that according to court documents, on Saturday morning BELTON drove one hour to get to Sunset 24/7 Animal Hospital with six puppies who “had been seriously abused.” Four of the six puppies, “had legs or paws that were cut off”, reports ABC13. Investigators said, “the puppies were crying in pain.” Sadly, one of the puppies was hurt severely and had to be euthanized.


The Houston Police Department arrested BELTON at the hospital.


When BELTON was questioned, he gave different versions of the facts. According to one of the stories he was selling, he came back home to find the puppies that way after he had put them in a cage!

No wonder he cannot find a lawyer!


As reported by ABC13, “Neighbors reportedly told officers they heard dogs barking and crying at about 3 a.m. Saturday morning. Records state one neighbor evenpeeked to see what the commotion was’ and saw Belton walking outside ‘yelling and swearing’.”


Authorities did not disclose the deceased furbabies’ names, so I took the liberty of naming them Magnolia and Daffodil for the tribute image. Should their given names be made public, I will rectify them accordingly.

The Houston Police Department arrested 44-years-old JUSTIN REILLY BELTON (pictured) on four felony counts of cruelty to non-livestock animals.


Court documents obtained by various news outlets accuse BELTON of cutting the paws or legs off six living puppies with an unknown object.


Multiple agencies responded to BELTON’s home in the 600 block of Post Oak Drive in Baytown and served a search warrant.

Officials found a deceased female dog, believed to be the puppies’ mom.

One puppy was found with two of his/her legs cut off.


The Baytown Police Department said in a media report that officers assisted HPD, Houston Animal Control, and Baytown Animal Control with the removal of fourteen dogs from the residence. The dogs were being kept in “unsanitary and confined conditions”.


ABC13 reports that they went to BELTON’s home but a gate prevented access to the front door. The news agency said there was a sign next to the search warrant deeming the property “unlivable.” ABC13 also reported that on the property, was an RV “and evidence dogs were once there”.


BELTON remains in Harris County Jail on a $48,000 bond. He is expected to appear at Harris County District Court on the morning of Tuesday, June 20, 2023.

The Kissimmee Police Department arrested 34-years-old OLIVIA SHAWNTAY JONES (pictured) for animal cruelty.


According to court documents, on May 12, 2023, KP Officer Contramaestre, responded to a property on East Cypress Street to assist the Osceola County Sheriff's Office with what started as a civil matter, that later turned into an animal cruelty case.


Upon arrival, KP Officer Contramaestre met with Deputy Sheriff Rhine who was there “to serve a 24-hour eviction notice to a derelict RV camper that was on the property.”

DS Rhine reported that he had knocked on the door of the residence and the male who answered, told him that he was renting the place. The man then allowed DS Rhine access to the backyard and there, DS Rhine “discovered multiple puppies in a makeshift kennel with an unventilated tarp over the kennel.” The puppies were tethered inside the kennel. DS Rhine further noticed a dog who was tethered by a leash outside the kennel. DS Rhine stated: “the leash was wrapped so much, that it allowed very minimal movement and the dog was very emaciated.” DS Rhine reported that the dog did not have shelter and that there was no food or water for any of the dogs.


DS Rhine reported that when he walked to the RV to post the eviction notice, he saw a table outside and, on the table, was a small mesh pink pet bag with two additional puppies inside. The puppies were emaciated and did not have any access to food or water, stated DS Rhine.


DS Rhine sadly discovered a deceased kitten, less than four feet from the front door of the residence.


DS Rhine then notified his supervisor, the Kissimmee Police Department, and Osceola County Animal Control. While waiting for Animal Control, he was able to make contact with the owner of the RV, JONES.

According to court documents, JONES first told DS Rhine that “the dogs in the makeshift kennel were her dogs, the dog on the leash was a stray, and she was babysitting the puppies in the mesh bag.” JONES later told DS Rhine that her friend could not take care of the puppies and that was why she had them.


Animal Control Investigator Melissa Enix responded to the scene and following her observations she stated that her findings constituted felony animal abuse.


At that point, KP Officer Contramaestre had probable cause to believe that JONES “committed aggravated animal cruelty, when she failed to care for the animals she had in her custody of, which resulted in the cruel death, and excessive and repeated infliction of unnecessary pain or suffering of the animals.”


JONES was placed under arrest and transported to the Osceola County Jail.


Online court records show that JONES is facing one felony count of animal cruelty and five misdemeanor counts of confinement of animals without food/water exercise.

Online arrest records show that at time of writing, JONES is still in custody and that her pretrial is slated to take place on the morning of Wednesday, August 9, 2023, at 9:00.


Authorities did not disclose the name of the deceased kitten so I took the liberty of naming him/her Soleil (French for sun) for the tribute image. Should his/her given name be made public, I will rectify it accordingly.
