The Bedford County Sheriff’s Office announced the arrest of 38-years-old COLLEEN LAGINES (pictured) for animal cruelty and child neglect.


In a news release the sheriff’s office said that on Thursday, September 15, 2022, along with the Department of Social Services deputies responded to a property on Jeters Chapel Road to conduct a home visit for an 18-year-old “autistic student who was not attending school.”


Upon arrival, officials found the home to be “heavily overgrown with sounds of dogs barking coming from inside the residence along with extreme odors emitting from the house. During the investigation, we learned that the mother had abandoned the two children at this house”, said the sheriff’s office.


Animal Control was called in and officers found “badly emaciated and deceased animals.”

As indicated in the release, many animals were transported to Riverside Veterinarian Clinic for assessment and care.


LAGINES was arrested on September 16, 2022, and charged with four counts of felony child abuse and neglect but Bedford County Sheriff Mike Miller said this is an ongoing investigation and additional charges may be sought at the completion.

Online arrest records show that LAGINES is being held at the Amherst County Adult Detention Center with no bond.


In a Facebook post, Friends of Bedford County Animal Shelter said: “Thanks to immediate action from Bedford County the animals that were brought in were signed over by theirowner”. Now the three Pibbles that have been starved and left in their own urine/ feces will get the care they greatly need before heading to forever homes and this horrible chapter in their life will be put behind them. Each dog had a body score of a 1, which is the WORST possible score. The number one concern was organ failure due to starvation. Thankfully, their bloodwork came back much better than we feared. These little survivors will have to stay at Riverside Veterinary Hospital, where they are under the excellent care of Dr. Ryan and Dr. Young. So far, other than getting some weight on them, and taking care of all the sores on their bodies, we know that one of the dogs will need two masses removed. Once ready, the girls will need to be spayed as well. This will be sponsored by Friends of Bedford County Animal Shelter, which will make a sizable dent in our funds. We are reaching out to ask that if you can donate, even a few dollars, to help with the cost of their vet care it would be so very appreciated. Every dollar counts, as we are an all-volunteer rescue group that helps supply additional care to county shelter pets.”

59-years-old KAREN ANNETTE PLAMBECK (pictured), is facing additional charges after her arrest in August 2022, when Mercer County animal control rescued 198 dogs from her property in rural Sherrard.


On Monday, December 12, 2022, PLAMBECK was in court for her pre-trial conference and Mercer County State’s Attorney Grace Simpson said she was filing seven more counts of animal abuse against bringing the total to twelve counts of aggravated cruelty to animals.


PLAMBECK has pled not guilty to all the charges. If convicted, she could spend one to three years in jail on the animal abuse charges and two to five years for tampering with a witness in the case.


PLAMBECK’s next pre-trial conference is set for February 6, 2023, at 9:00 a.m.

On Friday, August 12, 2022, Mercer County Sheriff’s office arrested 59-years-old KAREN ANNETTE PLAMBECK (pictured), after animal control rescued 198 dogs from her property in rural Sherrard.


The dogs were found living in their fecal matter, with matted coats, dehydrated, and extremely skinny.


PLAMBECK was charged with three counts of aggravated cruelty to animals, a Class 4 felony punishable by one to three years in prison.

She was released after posting 10% of a $25,000 bond and court records show she had her first court appearance on Wednesday, August 17, 2022.


Prosecutors have rightfully asked a judge to permanently forfeit the dogs rescued from PLAMBECK’s home and Mercer County State’s Attorney Grace Simpson filed a petition on Tuesday, August 16, 2022.

According to court records, a petition hearing has been set for Tuesday, September 6, 2022, at 9:00 a.m.

A preliminary hearing is also scheduled to take place the same day.


KWQC reports that according to the petition, on August 10, 2022, a woman named Lauren Strickland of Watervliet, Michigan, called the Mercer County Animal Control Department to report that some of her Collies who had been sold to a person in South Carolina, never arrived and said that they were supposed to be transported by PLAMBECK. Strickland expressed concern for the welfare of the dogs.


An animal control officer went to PLAMBECK’s home and later returned with a search warrant.

At PLAMBECK’s home officials found 193 Collies, 3 Corgis, and 2 Pyrenees.

Some of the dogs had mange, maggots, parvo, and necrosis. None of them had access to water.


Two puppies were found with severe cases of sarcoptic mange. The contagious disease caused the puppies to itch uncontrollably and not eat, resulting in them being emaciated.


A Collie was found with a large skin ulcer that had underlying muscle necrosis and the wounds had a large amount of maggots. The furbaby could not stand on his/her own and was sadly euthanized.


A litter of puppies was also found to be parvo positive and another Collie was suffering from a chronic fracture of the tarsal joint.


According to QuadCities, Strickland was able to locate and get back four of her eight Collies. She later found out that one Collie was going to be kept by animal control, two were “shipped” by PLAMBECK to other states and were located, and two more are still missing. Strickland told QuadCities: “I have the two missing, Holly and Storm. We’re working on hiring a private investigator at this point because we just don’t know what else to do. We’re desperate for any information.”


On Thursday, September 1, 2022, PLAMBECK was arrested again for unlawful communication with a witness. Reportedly, PLAMBECK contacted the guardian of one of the dogs involved in the animal cruelty case.


As reported by KWQC, PLAMBECK has been charged with animal cruelty before.

In fact, in 2019, she was charged with cruel treatment of animals and four counts of unlawful inhumane care for animals.

Official documents obtained by KWQC show that PLAMBECK “allowed a halter to remain on a 2-year-old paint mare so long that the halter was embedded causing a necrotic area on the bridge of the horse’s nose.”

Documents further show that PLAMBECK additionally “failed to provide enough good quality, wholesome food to the same horse and several others.”


PLAMBECK “was later charged with disorderly conduct for breaching the peace by allowing her dogs to bark for hours on end”, stated the documents.

To this charge, PLAMBECK pleaded not guilty and she was sentenced to 24 months of court supervision.

As court records show, in a plea deal, PLAMBECK agreed to allow the Illinois Department of Natural Resources, Illinois Department of Agriculture, or animal control to come onsite to check on the status of the animals.

Prosecutors dismissed the remaining charges against her.


This story nauseated me to my very core and made me break down in tears at the same time.

To know that there are soulless and heartless people who breed animals for profit speaks volumes about how we desperately and urgently need laws to put an end to this.

Innocent dogs have been bred, sold, transported, stolen, and shipped as if they were objects.

These VOICELESS VICTIMS have experienced stress, fear, exhaustion, and anxiety, only to end up in a hellish place confused and disoriented where they were not fed, watered, medically treated, or cared for!

Breeders, if you cannot make an honest living, sell yourselves!

After deputies with the Heard County Sheriff’s Office arrested WENDY BREWER, owner of Dogs Rock Rescue, in connection with what authorities are calling a “horrific case of animal abuse”, they have now also arrested Dogs Rock Rescue's associate 56-years-old DEANALYN REIGN (both females pictured).


BREWER was arrested after officials executed a search warrant on Thursday, August 25, 2022, and found evidence of animal cruelty and abuse at two locations on Fir Road in Franklin.


Nearly 200 dogs were removed from both properties and it took the collaboration of a dozen agencies, including animal control and animal rescue from Carroll, Cherokee, Coweta, Forsyth, Meriwether, and Troup counties. The Atlanta Humane Society was also on the scene to assist.


Many of the dogs were sick, hungry, and dehydrated. They were in cages walking around in their own filth. Sadly, many others were found dead.


FOX 5 Atlanta reports that “A van used to transport some of the dogs for a weekend adoption event was found on the property still packed days afterward. It had never been unloaded.”


According to authorities, some of the dogs are gaining weight and their health conditions are improving. Lt. Dan Boswell with the Heard County Sheriff's Office said that sadly, some of them will have to be euthanized.


About fifty of the dogs rescued from hell, were placed in the care of Friends of Heard County Animal Control DOGS which has a normal capacity for only fifteen dogs so you can only imagine all the help they need to face this hardship. Staff are also in desperate need of volunteers to interact with the dogs.


In a Facebook post the nonprofit wrote that “All dogs have been given DAP, Rabies, bordatella, and flea/tick prevention. **All have been dog tested and are wonderful with other dogs!”

In regard to REIGN, Lt. Dan Boswell told FOX 5 Atlanta that she has a criminal past for animal abuse in Alabama. For that case “She was given two years probation (…) and some classes that she had to take.”

But that’s not all. In fact, that same year in Connecticut, REIGN “was stopped on Interstate-95 by Connecticut state troopers. And they recovered 20 dogs--correction, 30 dogs--that were stacked in crates inside a van”, added Lt. Boswell.


As I was Googling REIGN, I came across two old articles about her.

One was published by WTVM on February 10, 2015, titled: “AL woman found guilty of animal cruelty.”

According to the article, on February 5, 2015, after a two-day trial, a Lee County Jury found REIGN guilty of five counts of cruelty to animals in the second degree. At the time, REIGN was the owner of Southern Dogs Rescue.

Reportedly, in December 2013, a Lee County resident reported to the Lee County Sheriff's Office and Lee County Animal Control that there were several dogs on some property located in the 400 block of Lee Road 4 in Auburn who appeared to have been abandoned and neglected.

Officials found 20 dogs in fence kennels who appeared to be malnourished and starving to death. There was no food in the kennels and the water was stagnant and green. The furbabies were also walking around in their own feces and mud.

Dr. Buddy Bruce's Veterinary Office examined the dogs who also had health issues such as intestinal worms.


As I always say, animal abusers are toxic and toxic people do not change, they only change their victims!

Furthermore, weak laws, merciful judges, and disgraceful prosecutors who accept plea deals continue to allow tragedies like these to happen and as always at the expense of INNOCENT ANIMALS!!!!


As for BREWER, she was initially charged with misdemeanor animal cruelty and abandonment. Authorities later added two counts of aggravated animal cruelty.
