~ Update: June 25, 2025

I heard back from the Berkely County Sheriff's Office and I learned that no deceased animals were found on the couple's property. To my question why the couple had so many dogs, I was told: "It is unknown why the Carders had so many dogs, but most of them were a result of inbreeding."

With regard to the rescued dogs, I asked whether any of them were euthanized and I was told: "At this time, there have been no dogs euthanized. Two have already been sent to rescues and there are plans being made for the other dogs. Our Animal Cruelty Investigator actually visited them today to check on their status of care."

The Berkeley County Sheriff’s Office arrested 58-year-old AMANDA JEAN CARDER and her husband 64-year-old DOUGLAS JAMES CARDER (both pictured).

Deputies received multiple complaints regarding “aggressive dogs” roaming the Windwood neighborhood, stated the press release by the sheriff’s office.

Following an investigation, on June 18, 2025, deputies executed a search warrant at a residence on Compton Drive where they found twelve dogs “living in extremely poor and dangerous conditions on the property.”

According to deputies, the dogs “had no access to fresh, drinkable water and were being housed in inadequate and unsafe shelters.” Additionally, deputies reported that none of the poor souls had received legally required rabies vaccinations.

Deputies were assisted by the Berkeley Animal Center with the removal of the dogs and the center is also caring for the dogs.

The CARDERS were charged with twelve counts of ill-treatment of animals and twelve counts of failure to inoculate pets for rabies.

The sheriff’s office said the investigation remains active.

The Irvine Police Department announced the arrest of 53-year-old KWONG (TONY) CHUN SIT and his girlfriend, 23-year-old TINGFENG LIU (both pictured).

Police said in a press release that on June 18, 2025, they were contacted by a person who had boarded their dog at SIT’s facility. The person said SIT sent them a message to let them know that their dog had died in his/her sleep and had been cremated.

The department’s Animal Services Unit and patrol officers immediately launched an investigation, and it emerged that at least ten dogs had died while in SIT’s care.

Police promptly recovered multiple dogs at different crematoriums and they are now working closely with veterinary professionals to perform necropsies. Police said: “Our priority is determining if the death of the dogs was accidental or intentional.”

So far, necropsies performed on three of the dogs revealed that two of them died from heat stroke and the third dog died from blunt force trauma. “Two of the dogs were cremated before they could be recovered”, said the Orange County District Attorney’s Office.

Necropsies are pending on the remaining six dogs. All but one of the dogs was dropped off at crematoriums on June 18, 2025. The body of the first dog was dropped off on June 13, 2025.

Detectives believe that SIT worked with dogs’ guardians across Southern California under different company names, including “Happy K9 Academy.”

Based on suspicious activity after the incident, including the attempted cremation of the dogs, SIT and LIU were arrested on June 19, 2025, and booked into the Orange County Jail.

SIT was charged with eleven felony counts of animal cruelty, eleven felony counts of animal abuse by a caretaker, seven misdemeanor counts of attempting to destroy evidence, and one misdemeanor count of destroying evidence.

LIU is facing one felony count of accessory to a felony, one misdemeanor count of destruction of evidence, and two misdemeanor counts of attempted destruction of

evidence.

The Orange County District Attorney’s Office said SIT and LIU are currently being held in lieu of $550,000 bail each after Orange County prosecutors successfully argued a significant deviation from the $20,000 bail schedule was warranted given the fact that the couple was packed and ready to flee when they were arrested. The couple were ordered to surrender their passports, not have access to any animals, and stay away from the victims’ families.

Orange County District Attorney Todd Spitzer said in a statement: “Our dogs love us unconditionally, and to have someone who advertised himself as a dog lover who would

treat his clients’ dogs as his own be not only responsible for the deaths of these pets but then to enlist his girlfriend to cover up the animal abuse is beyond repulsive. No animal deserves to be killed and then tossed aside like a piece of garbage. The abuse of any animal will not be tolerated, and we will prosecute this case and every case of animal abuse to the fullest extent of the law.”

The investigation remains active and if you have been notified about your dog’s sudden passing while in SIT’s care, please contact rsteen@cityofirvine.org.  Thank you!

The Bradley County Sheriff's Office announced the arrest of 24-year-old LINDSEY CARTER CASH (pictured).

On June 21, 2025, deputies were dispatched to a residence at 1325 8th Street Northeast to conduct a welfare check on the animals at the property. Neighbors reported not seeing anyone at the residence for several days and had become concerned about the welfare of the animals.

Deputies discovered several animals “living in extremely poor conditions”, said the sheriff’s office.

Approximately fifteen dogs were observed in outdoor kennels. Most of them were “severely emaciated” and had visible injuries and signs of neglect. The poor souls did not have adequate food, water, or shelter.

In addition to the dogs trapped in kennels, deputies found other dogs who were roaming the property, and they also displayed signs of poor health.

The resident, CASH, was present and spoke with deputies and agreed to let them search the home.

Upon entering the residence, deputies found several more dogs who were in poor condition. Deputies also discovered multiple cages containing reptiles and small mammals. Sadly, many of them were found lifeless. The sheriff’s office said “….approximately a dozen deceased animals were discovered on the property.”

According to deputies, CASH “admitted to owning all of the animals and stated that she had been overwhelmed by the situation”.

CASH was placed under arrest and transported to the Bradley County Jail. She was charged with twenty-four counts of cruelty to animals and six counts of aggravated cruelty to animals. At the time of writing records show CASH is still in custody.

The surviving animals were placed in the care of the SPCA Of Bradley County.

The organization is now in need of donations. Part of a Facebook post read: “….we are committed to providing the necessary care for each animal, but the influx of these sick animals has put a strain on our resources.”
