On Wednesday, March 16, Johnstown police arrested 33-years-old TRAMALE JAY LOCKETT (pictured blow).
Authorities said LOCKETT is accused of torturing a 1-year-old Pitbull by punching her five or six times in the face and then dragging her by her neck down the street.
Local 21 News reports that police said they received an animal cruelty complaint on Saturday, March 12, after a resident captured video of a male punching and abusing a small dark-colored dog along the 1300 block of Good Street.
The video was captured on a Ring doorbell camera.
The sources I consulted for this story chose to not show the video due to its graphic nature.
Police identified LOCKETT after following up on tips sent to the Humane Society of Cambria County in Richland Township from concerned citizens.
LOCKETT was located at a residence along Hillcrest Court.
When LOCKETT was questioned, he told police he had one dog, an “aggressive pit bull.”
He then said he disciplined the dog for running away a few days prior, but never abused the dog.
LOCKETT also told police that the puppy had been locked in his basement since the incident.
As reported by Local 21 News, police said that when officers attempted to retrieve the dog, LOCKETT “became irate and started screaming about police officers killing black men.”
Police also said that while LOCKETT was being taken into custody, several neighbors approached the officers and told them that they had witnessed LOCKETT abusing the dog on multiple occasions.
It’s unclear whether these witnesses have reported LOCKETT in the past!
The VOICELESS VICTIM was removed from that abusive home and turned over to the Humane Society of Cambria County. Its Executive Director, Jessica Vamos, said that the furbaby is expected to survive the injuries.
LOCKETT, of the 1300 block of Hillcrest Court was charged with aggravated cruelty to animals, cruelty to animals, neglect of animals, and disorderly conduct.
LOCKETT was arraigned by on-call District Judge Rick Varner and sent to Cambria County Prison in Ebensburg after failing to post 10% of $15,000 bond.
His preliminary hearing is scheduled for March 24, 2022.
The Humane Society of Cambria County said in a news release: “We are greatly appreciative of the person who spoke up and brought this incident to the proper authorities, to the community who actively sought needed information to help the dog, and to the Johnstown Police Department for a thorough investigation and acting on this case immediately.
We are outraged by the behavior witnessed in this video. We encourage any individual who observes animal abuse or neglect to make a report with the proper authorities. You are a voice for the voiceless.”

Suggestion to abuser…take a long look into a mirror & punch that monster in the face instead of a puppy! Try using some of that fake machismo on yourself instead of helpless puppies. This coward is the epitome of a bully, punching ‘voiceless victims’ to prove his ‘manliness’. What a POS! Please get better Precious Soul
