RUDY ARIEL DUBON arrested after neglected and abused animals as well as animal carcasses were found on a Washington County property

The Washington County Sheriff’s Office announced the arrest of 38-year-old RUDY ARIEL DUBON (pictured), of Telford.


Detectives investigated tips from the public regarding animal neglect and abuse which on November 21, 2025, led deputies to a home in the Conklin Community.


Deputies made contact with a man who reported the cruelty, including “withholding food and water from animals, dead animal carcasses lying about the property and using a pipe and large wooden stick as an apparatus to keep a dog from lying down,” stated the press release by the sheriff’s office.


The press release further stated that the dog, who was on a short chain attached to a dilapidated structure, had no access to food or water.


The sheriff’s office said that there was also a horse tied to a tree with no way to get food or water and a goat, along with her two kids, confined and tethered to a fence in a small area with no food or water. Additionally, according to the press release, there was a bucket of oil in the area accessible to the goats.


Deputies assisted the U.S. Department of Agriculture Crime Unit in arresting DUBON who was transported to the Washington County Detention Center. DUBON was charged with cruelty to animals and as per the press release, his “bond was set as an OR release, meaning he was to be released on his own recognizance without posting a bond.” However, DUBON has a detainer from U.S. Immigration and Customs Enforcement (ICE). He will be held for 48 hours to give ICE the opportunity to take him into federal custody for potential deportation proceedings.
