In April 2021, Newton Animal Services went to a home off Fox Meadow Drive in Covington, after receiving a report about a barking dog at the residence.
Officers found more than a barking dog.
The Citizens reports that authorities discovered “more than 20 dogs on the three-fourths-of-an-acre lot that were apparently being trained for personal protection.”
The majority of the dogs were Belgian Malinos but there were also some Shepherd-types, Dutch Shepherd, and giant Schnauzer.
According to the Newton County Sheriff’s Office, most of the furbabies lacked food and were being kept in poor sanitary living conditions.
Authorities removed from the property twenty-four dogs. Sadly, four of them were deemed by a veterinarian to be too aggressive to be re-homed.
The Citizen reports that “Placements were found for the remaining 20 dogs” but did not explain further.
An investigation led to arrest warrants for 41-years-old LEON CECIL CONLEY III (pictured below).
CONLEY, now listed at Belair Trail in Stockbridge, was arrested on October 17 on sixteen counts of animal cruelty and bond has been set at $1,500 per count.
As reported by The Citizens, CONLEY has also been cited by Newton County Code Enforcement for operating a business without a license.
This is not the first time that CONELY faces charges of animal cruelty.
In 2006, in Cobb County, authorities found fifteen dogs in CONLEY’s Mableton home.
Police said the dogs were living in deplorable conditions without adequate food or water.
CONLEY was then charged with eleven counts of aggravated cruelty to animals, four counts of cruelty to animals and one count of dogfighting.
CONLEY was convicted and imprisoned and released from prison in 2011 ready to commit more animal cruelty!!!
