The El Paso Police Department say that on July 3, Animal Services received a complaint about a deceased dog on an apartment balcony at 9555 Viscount Boulevard.
Responding officers found a 5-year-old male Husky named Leo in a state of decomposition in deplorable conditions.
The Department wrote in a Facebook post that Leo had no access to food or water and the apartment balcony was covered in feces.
When Leo was found, recorded temperatures had been as high as 103 degrees.
Following a 3-week investigation conducted by the El Paso Police Department’s Animal Cruelty Investigation Unit, 26-year-old JONATHAN JAY ONEAL (pictured below), was arrested on Wednesday, July 22.
He was charged with cruelty to animals.
Although the accused denied being Leo’s guardian, investigators discovered the furbaby was microchipped and registered to the one who let him die!
ONEAL was booked into the El Paso County Detention Facility.
He was released on Friday, July 24 on a personal recognizance $7,500 bond just in time to commit another crime.
In fact, KFOX 14 reports that JONATHAN JAY ONEAL was arrested again Sunday, July 26, for allegedly punching a victim repeatedly and taking personal items from another victim at a house party in the 10900 block of Northview Drive.
ONEAL was also accused of firing a weapon out of a moving vehicle in December of 2019 that went viral on social media.
