JEAN MARCELIN FRANCOIS arrested and charged with cruelty to animals and disorderly conduct

JEAN MARCELIN FRANCOIS was arrested on Saturday, September 21, and charged with disorderly conduct and cruelty to animals.


On Saturday afternoon, a dog left in his care, was found injured.

The dog’s parent came back home to find blood, urine and the pup’s broken toys in a room.


The furbaby was taken to an animal hospital and he was diagnosed with bruises to his body, nose laceration and swelling, the poor pup had also two broken teeth, bruised gums and a possible concussion.


FRANCOIS was then accused by his relatives who share the same residence.

Reportedly, the man confronted and threatened his relatives with a hatchet.


Watertown Police were called. When officers arrived at the scene, on Sunnyside Avenue, they were told that FRANCOIS was still inside.


The accused was taken into custody and although he denied all the accusations, he was charged and held on a $10,000 bond.


The condition of the dog is unknown.
