HAROLD LUCAS RODRIGUEZ arrested for neglecting his dog to the point that she had to be euthanized

The Ingleside Police Department announced the arrest of 65-years-old HAROLD LUCAS RODRIGUEZ (pictured) for animal cruelty.


The Department recounted in a news release that on Tuesday, March 22, at a residence in the 2500 block of Avenue E., an Inspector for the City of Ingleside observed a small brown dog inside what appeared to be a chicken coop.

Police said the furbaby appeared to be a Cocker Spaniel or Cocker Spaniel Mix breed and was not moving.


After police were alerted to the situation, Animal Control Officers were also notified and they responded to the scene.


Upon arrival officers made contact with RODRIGUEZ, the homeowner, and asked him about the dog.


RODRIGUEZ told officers that he had found the dog, “lured it to his residence with bacon, and was trying to treat it”, stated the release.


Officers asked RODRIGUEZ what was wrong with the dog and he said that he thought she might be in heat, as she was bleeding from her bottom.


Animal control officers reported the furbaby was inside what appeared to be a rabbit hutch.

She was “laying on the floor of the cage, barking and growling, but making no attempt to get up.”


Officers immediately took the VOICELESS VICTIM to a local animal hospital and an examination revealed the following:


• The dog had extremely matted fur which contained feces and dirt/debris

• There were active fleas moving within the fur

• There was a large open mass on her stomach which contained a large amount of maggots

• The dog appeared emaciated/underweight

• The dog was snapping at the ACO as a result of being in pain

• There was an “odor of death” due to the open mass

• The fur near the hindlegs of the dog were wet with what appeared to be a discharge of pus from the infected mass


The veterinarian who examined the furbaby recommended that she be humanely euthanized.


From an investigation it emerged that RODRIGUEZ lied about finding the dog.

In fact, the investigation confirmed that the dog in question, is the same dog that RODRIGUEZ had in the rabbit hutch on August 31, 2021, when animal control officers went to the same residence for a welfare check on her.


Police said that at the time “the dog was healthy and active and there appeared to be no issue with the care of the dog.”


RODRIGUEZ later confessed he had had the dog for 8 years and said that he has 2 other dogs.


Investigators concluded that RODRIGUEZ failed to provide the necessary medical care for his dog.

RODRIGUEZ “was responsible for the health, safety, and welfare of this dog and failed to provide the necessary food, water, care, and shelter to maintain the dog in a state of good health”, said police.

Furthermore, RODRIGUEZ “effectively tortured this dog by failing to provide reasonable care, causing the dog to suffer for a lengthy period of time while in excruciating pain.”


I have emailed the Ingleside Police Department to inquire about the other two dogs.

The fact that this piece of human feces purposefully watched this poor defenseless soul suffer is indefensible BUT, & this is a big BUT, the fact that animal control knew of this pup & never checked back on her or her companions is unconscionable! It is your job Inspector for the city of Ingleside to be the voice for these voiceless victims! I live near Ingleside, it is a smaller city & they already had a past with this POS supposed Human! So it must have been asking too much for those authorities to keep a check on this baby. These poor souls rely on those in charge & since they obviously can’t rely on their guardians then the authorities…
