ERIC JOHN MOSER, JANELLE ELAINE RICHARDS, GARY ALLEN SPENCER JR, and KEARSTIN MARIE WARNICK arrested

The Garrett County Sheriff’s Office said in a news release that in September, deputies along with Detectives with the Criminal Investigation Division, began an investigation at a residence on Railroad Street, in Jennings, in relation to an animal neglect and vulnerable adult abuse.


On October 1, a search warrant executed at the home in question led to the discovery of over thirty animals who had been neglected or maltreated, and other evidence relating to the investigation.

All the animals were removed from the property.


On October 12, arrest warrants were obtained and the following individuals were arrested:


28-years-old ERIC JOHN MOSER (pictured below) was charged with: Aggravated Animal Cruelty, 74 counts of Animal Neglect, Conspiracy to Commit Third Degree Sex Offense, Conspiracy to Commit Second Degree Assault, and 4 counts of Vulnerable Adult Abuse.


26-years-old JANELLE ELAINE RICHARDS (pictured below) was charged with 72 counts of Animal Neglect, Conspiracy to Commit Third Degree Sex Offense, Conspiracy to Commit Second Degree Assault, and 4 counts of Vulnerable Adult Abuse.


31-years-old GARY ALLEN SPENCER JR. (pictured below) was charged with 72 counts of Animal Neglect and 2 counts of Vulnerable Adult Abuse.

20-years-old KEARSTIN MARIE WARNICK (pictured below) was charged with 74 counts of Animal Neglect, Aggravated Animal Cruelty, Third Degree Sex Offense, Fourth Degree Sex Offense, Assault Second Degree, and 4 counts of Vulnerable Adult Abuse.


The news release stated that the Department of Social Services and the Adult Protective Services Division intervened to remove the vulnerable adult from the residence.


The sheriff’s office did not release additional information about the furbabies.


Cumberland Times-News reports that MOSER and WARNICK remained jailed Wednesday, October 13, at the Garrett County Detention Center without bond, pending bail review by a district court judge.

While RICHARDS and SPENCER were granted pretrial release, pending their next court appearance.
