On the evening of Friday, March 4, the Henderson County Sheriff’s Office received information about horses who were possibly starving at a property near County Road 3800, with one on the verge of death.
Animal Control Deputy Robert Mayo was dispatched to the address to investigate.
Upon arrival, he discovered that three of the horses had already died and several others were in serious condition.
27-years-old CODY DALE PHELPS and 17-years-old AUBEN DARI STENOVICH (both pictured below) were identified as being the individuals who were being paid to house and take care of the horses and were therefore charged with 34 counts each of animal cruelty.
Specifically, STENOVICH has been charged with physical abuse and PHELPS with torture of the horses.
Henderson County Sheriff Botie Hillhouse told KETK: “They were down to eating bark from trees to try and get nourishment. So they weren’t being taken care of. However, the folks that were arrested basically told us the owner of the horses had not been paying rent, have not been sending money like they should to be able to feed the horses, and but nobody had reported the situation.”
Sheriff Hillhouse said that the ACD Mayo and the horses’ guardian worked together to remove from the property the surviving 31 horses.
PHELPS and STENOVICH were placed under arrest on Sunday, March 6, and booked into the Henderson County Jail.

Two despicable pieces of human trash who quit feeding horses it appears out of spite due to owner not paying rent. So both continued to watch these poor horses starve TO DEATH! Throw the book at them TEXAS! RIP HORSES & please get better to the remaining horses. Again I plead with Texas authorities, throw these two apathetic POS into jail & I only wish they could feel what these poor horses endured.
