CECILIA CASSO arrested and charged with cruelty to non-livestock animals

The Laredo Police Department arrested 35-year-old CECILIA CASSO (pictured below).


KGNSTV reports that Constable Mike Villareal received a report about an animal hanging by a leash, and contacted animal control on Thursday, June 17.


Officers responded to a home in the 2600 block of Chacon Street to discover a lifeless dog hanging from a chain and multiple dogs who were being kept in poor conditions.


Ms. Karina Elizondo is the acting director of Laredo Animal Care Services and she said: “At the time that we arrived to the scene, the animal was already unfortunately deceased so upon inspection we released that most of the animals that were there were not being treated properly”, reports KGNSTV.


A dog was found locked in a very small cage unable to move around and no access to adequate food or water.


Ms. Elizondo said: “They were not in compliance with keeping practices... I know for this particular case an arrest was made because it was an animal which was in a very small cage. It prevented the animal to move freely and at that time the temperature was 90 degrees.”


According to LMTonlineAt least five other dogs were found inside the residence all tied with short chains. Their limited food was mixed with feces.”


CASSO was arrested and booked into the Webb County Jail on cruelty to non-livestock animals charges.


Online records show that judge D. Garcia released CASSO on a $1,500 bond.


As reported by LMTonline, possible charges could be added as the investigation continues.


Ms. Elizondo said: “We are working in conjunction with different law enforcement agencies to enforce animal cruelty laws.”
